In-place compaction tests were performed at random locations within the areas backfilled prior to S&ME's arrival. Test results were reported to the on site contractor and are attached. The tests performed this day met the recommendations of the geotechnical report of 98% in the top 12" and 95% below the top 12" compaction and +/-5% optimum moisture. Any tests that did not meet, were reworked and retested. The tests performed this date represent the compaction at the designed locations and elevation. The tests performed this day met the recommendations of the geotechnical report of 98% in the top 12" and 95% below the top 12" compaction but were outside the recommended +/-5% from optimum moisture. Talked to Nate Buffum, PE about the moisture and he recommended they keep moving forward and use the water truck to add water to the material. The tests performed this date represent the compaction at the designed locations and elevation. Two compaction tests were performed today, both tests were within the compaction range but out of the moisture range.it was recommended that the contractor wet the material, no retesting would be necessary for moisture per Nate Buffum. The rebar was placed in general conformance with the provided plans and specifications by the contractor WITH THE EXCEPTIONS OF some reinforcing along the south side did not have enough clearance to edge of form/top of slab, and a few lap splices were short in pour 9 area (laps for east/west bars). Called Stacey Magnus of McKim & Creed (Stacey will be evaluating reinforcing tomorrow morning) and let him know I painted some areas on the south form where clearance issues were noted. Spoke with Nate Buffum P. E. (S&ME Project Manager) when I returned to the office, Nate will perform a re-evaluation of the reinforcing tomorrow with Stacey and prior to concrete placement. It was noted that the reinforcing appeared to be tied at each bar crossing and the bottom mat was supported by concrete blocks. Reinforcing steel was evaluated on a periodic basis for bar size, general clearances from formwork and earth, lap splice lengths, and general location. Richard Connell of S&ME was on site on 1-28-16 and noted several issues regarding clearances, lap bar splices, and rebar through construction joint formwork. I was to re-evaluate this rebar today. Upon arrival we discussed repairs and the contractor asked for me to return again at 3pm to re-evaluate the repairs. (S&ME DN#1 were resolved) Based on our re-evaluations, the contractor placed and repaired the reinforcing steel in general accordance with the plans and specifications. Contractor plans to pour tomorrow morning between 200 and 250 cubic yards. S&ME will obtain concrete samples at every 50 cubic yards. Representative was requested to be on site this morning for observation. Upon arrival to the project site, representative met with the reinforcing subcontractor David and was informed that reinforcing was not ready and requested S&ME return around 1pm. Representative called David at 12:30pm and was informed that reinforcing was ready for observing. Upon site arrival, representative observed that contractor was missing some of the #5 top mat slab reinforcing, some of the top mat reinforcing was not at its designed location of 2" from top of slab around the W8 embeds, along the construction joint, slab was only measured to 10" thick, reinforcing was easily displaced by walking (not tied), #5's running parallel to the beam were not in place, some of the Z trough bars needed attention (cover and orientation), as well as other items. Upon discussing these items with David, representative was requested to return to site around 4pm. Upon returning to site at 4:00 pm, representative observed items from original observation on February 15, 2016, as well as items identified today were in the process of being corrected. While on site, contractor was observed correcting items such as missing top mat reinforcing steel as well as correcting the top mat reinforcing around the W8 embeds to achieve proper clearance from top of slab as per specified in the construction documents. By the end of today's observation, reinforcing generally appeared to conform with both structural plans dated September 30, 2015 and the Reinforcing Shop Drawings dated February 2, 2016. Fresh concrete was tested for slump, air content, unit weight, concrete and air temperature, and cylinders were cast for each set. Six sets of 6(4x8) strength cylinders were cast. Test results were reported to the contractor. We tested and noted air content was low per specs on two sampled trucks but contractor chose to pour anyways. Cylinders were logged in by stripping from plastic molds and placed in moist curing room. No damage was observed to the cylinders.
