Dear Mr. Wuester:
On June 29, 2016 the Division of Waste Management (DWM), Solid Waste Section (SWS)
received the Construction Record Report (Report) for the 2016 Landfill Gas Collection System
(LFGCCS) Expansion Project (DIN 26383) at the above-referenced landfill. The Report was
prepared on behalf of Sampson County Disposal LLC (SCD) by Smith Gardner, Inc. (S+G).
According to the Report five (5) new LFG extraction wells (EW-5, EW-52, EW-64, EW-75, and
EW-94) were installed in the active MSWLF - Phases 2, Cells 7 & 8 areas and additional works
were also conducted at the Cells 7 & 8 to enhance the landfill gas production at the landfill during
the period from December 12, 2015 through March 19, 2016.
After completing a review, the SWS determines that the above-mentioned Report (DIN 26383)
meets the requirements stated in the Landfill Gas Management Plan – Revision 3, Attachment K
of the Permit To Construction Application, Sampson County Disposal LLC dated November
2013 and approved on March 23, 2015 (DIN 23822). SCD must operate and maintain the
LFGCCS according to the permit conditions in the NC Solid Waste Management Permit No.
8202-MSWLF-2000 and the NC Air Quality Permit. This authorization for the operation of the
constructed LFGCCs does not remove any responsibilities of SCD may have to comply with any
local, state or federal regulations. Please place this approval document to the operating record at
the landfill facility.
