The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On June 28, 2016, John Patrone met with Alan Stone to conduct a comprehensive inspection of the ARBD LLC dba
Stone Company LLP LCID Landfill on Rock Hill Drive in Chapel Hill, Chatham County.
1. The facility is a land clearing and inert debris (LCID) landfill.
2. The facility entrance is located on Rock Hill Drive. Rock Hill Drive is a gravel road off of Big Woods Road.
3. The facility is owned and operated by Alan Stone.
4. The facility permit, site plan, and operations plan were discussed.
5. The facility is open Monday through Friday 7:00 am to 5:00 pm (warmer months) and 7:30 am to 4:00 pm
(cooler months). The facility is open Saturday by appointment only.
6. The facility permit is for the operation of Phases 1 and 2 and the construction and operation of Phases 3 and 4.
7. Ensure Attachment 2 – Conditions of Permit to Construct are met prior to the operation of Phase 4.
8. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood,
uncontaminated soil, inert debris, and (used) asphalt.
9. The facility is permitted to receive waste generated in Alamance, Chatham, Durham, Lee, Moore, Orange,
Randolph, and Wake Counties.
10. The facility maintains throughput records of the amount of LCID material received. Records were verified for
January through May 2016.
11. The facility annual report (FAR) was received by the SWS dated July 14, 2015. Estimated facility throughput
for July 2014 through June 2015 is 5,200 tons.
12. Solid waste must be covered with 1 foot of suitable soil cover at least once per month, or when the active area
reaches one acre in size, whichever occurs first.
13. Solid waste shall be restricted to the smallest area feasible and compacted as densely as practical into cells.
14. Excavation, grading, and fill material side slopes must not exceed a ratio of three horizontal feet to one vertical
feet (3:1).
15. The working face was extended along the width of Phase 3. Mr. Stone stated that the facility covers the
material with soil monthly.
16. Mr. Stone stated that exterior side slopes are constructed with benched lifts. When the exterior side slope is
near completion additional soil is added to the benched area to create a uniformly graded exterior side slope.
17. Edge of waste markers have been installed along Phases 1 and 2. Mr. Stone stated that they have been installed
at the rear of Phase 3 and that in some areas the silt fence is considered the edge of waste marker. The facility
will install additional edge of waste markers along the service road.
18. Ensure stormwater does not pool atop the intermediate cover. Grade low areas accordingly.
19. Sediment basins observed appeared maintained.
20. Mr. Stone stated that bare areas will be sown with grass seed and that erosion rills are repaired accordingly.
21. The facility has a conditionally approved temporary disaster debris staging site (TDDSS) on the property. The
TDDSS number is: DS19-005.
22. Mr. Stone stated that vegetation is mowed annually.
23. The North Chatham Fire Department can be contacted to address an emergency at the facility.
24. An attendant is on duty when the facility is open to the public.
25. Access roads are of all-weather construction.
26. The facility is secured by a metal cable with padlock.
27. The facility has a proper sign.
28. The PTO expiration date is August 7, 2020.
29. The permit renewal application shall be submitted to the SWS by February 7, 2020.
