Subject: Approval of the Construction Record, 2015 Gas Collection System Modification
City of Durham MSWLF, Durham County, North Carolina,
Permit No. 3201-MSWLF-1979, Document ID No. (DIN) 26390

Dear Mr. Green:

The Division of Waste Management (DWM), Solid Waste Section (SWS) received and reviewed
the following documents; they are:

 Construction Record, 2015 Gas Collection System Modification (DIN 25784). Prepared
by: Smith Gardner, Inc. (S+G). Dated March 18, 2016 and received March 24, 2016.

 The City of Durham Letter (DIN 26386). Dated June 29, 2016 and received June 30, 2016
in support of this unit of local government’s use of the financial test to demonstrate
financial assurance, as specified in 15A NCAC 13B Rule .1628(e)(1)(F).

After completing reviews, the SWS has no further comments on the 2015 Gas Collection System
Modification project at this time and determines that the construction project meets the
requirements stated the following approval documents:

 Authorization Request for GCCS Expansion Project, City of Durham Landfill (NC Solid
Waste Permit No. 32-01) dated December 4, 2014 (DIN 22434).

 Conditions listed in the December 09, 2014 DWM letter titled as “Approval for
Conducting Expansion Landfill Gas Collection and Control System (LFGCCS) City of
Durham Landfill (DIN 22448)
The City of Durham (the City) must operate and maintain the LFGCCS and LFGTE at the
above-referenced landfill according to the approved plans and the NC Air Quality Permit. This
authorization for the operation of constructed LFGCCs does not remove any responsibilities of
the City may have to comply with any permit condition, or any local, state or federal regulation.
