Long Street Extension Salisbury, NC 28144 Re: Alternate Source Demonstration To Address Anomalous Volatile Organic Constituents At MW-28 Rowan County Landfill Rowan County Solid Waste Permit Number 8003 DIN 26386 Dear Mr. Sinclair: The Solid Waste Section has completed a review of the Alternate Source Demonstration To Address Anomalous Volatile Organic Constituents At MW-28 dated June 10, 2016 (DIN 26385) and submitted on behalf of Rowan County for the Rowan County Landfill, Solid Waste Permit Number 8003. The alternate source demonstration was submitted in response to the presence of the volatile organic compounds, Tetrachloroethene (PCE) and Trichlorofluoromethane (TCFM), in samples within groundwater monitoring well MW-28, and in accordance with 15A NCAC 13B .1633(c)(3). Groundwater monitoring well MW-28 is located on the eastern side of the Phase IV of the landfill expansion. Groundwater monitoring wells MW-23 and MW-23A are both located between MW-28 and the waste within Phase III, and no volatile organic compounds have been detected within MW-23 or MW23A. During background sampling associated with the Phase IV expansion and prior to waste disposal, PCE exceeded the 2L NC Groundwater Standard and TCFM was detected below the 2L NC Groundwater Standard. Several potential sources were evaluated including landfill leachate and previous land uses. In addition, groundwater samples were collected from upgradient groundwater monitoring well MW-9, downgradient groundwater monitoring well MW-28, and the landfill leachate tank. These samples were analyzed for anions and cations. Moreover, groundwater monitoring wells MW-6 and MW-27 were sampled for Appendix I volatile organic compounds. Based upon the information provided within the Alternate Source Demonstration To Address Anomalous Volatile Organic Constituents At MW-28, the Solid Waste Section requests additional information due to the absence of a landfill gas extraction system at the facility and the common occurrence of the suspect contaminants in landfill gas at municipal solid waste facilities, the 2007 leachate release (June 11, 2007 Compliance Order), and the location of the leachate collection system components at the facility. Within 90 days of receipt of this letter, please confirm that these items are eliminated as possible source(s) of the groundwater contamination. In the meantime, please continue to monitor groundwater monitoring well MW-6 (the proposed replacement groundwater monitoring well) during the upcoming semiannual groundwater monitoring event for the Appendix I constituents (metals and volatile organic compounds).
