STATUS OF PAST NOTED VIOLATIONS:
1. CORRECTIVE MEASURES IN PROGRESS: 15A NCAC 13B .0203(d), cited for failure to capture and
properly treat all leachate before its release to the environment. A temporary asphalt patch had been made to the
curbing that directs the leachate to the hopper inside the transfer station building. Mr. Dishmon stated that a
permanent concrete patch will be installed. A follow-up inspection will be made within 30 days to ensure that
permanent repairs have been made. See the comment section of this report for additional information.

2. CORRECTIVE MEASURES IN PROGRESS: 15A NCAC 13B .0402(7), cited for failure to pick up
windblown litter at the facility daily. Much of the litter scattered throughout the facility was cleaned up;
however, additional effort is needed, especially in the area of the trailer storage and the HHW collection. A
follow-up inspection will be made within 30 days to ensure that all windblown litter has been removed, and that
daily clean-up measures are in place. See the comment section of this report for additional information.
OBSERVED VIOLATIONS:
No new violations were observed during this inspection.
ADDITIONAL COMMENTS
1. The facility serves as the MSW transfer station and also as the HHW collection facility for the City of Eden,
and is permitted to receive only MSW generated within the City of Eden.
2. Initial transfer operations began at the site in 1984; initial HHW operations began in 1996.
3. Daily tonnage records were reviewed for the months of January, February and March 2016. Approximately 85-
100 tons of MSW is accepted at the facility each week from two City of Eden garbage collection vehicles that
service ~6,000 residences.
4. Bulk waste loads now come to the transfer station directly from the collection routes. With this additional
tonnage, it is anticipated that the weekly average will increase by approximately 40 to 50 tons per week.
5. The transfer building which houses the tipping area/hopper, was inspected, along with the leachate collection
system, the recycling collection areas, and the HHW collection area.
6. Waste is received at the facility from City of Eden trucks that dump directly into the hopper; from the hopper,
waste is compacted into transfer trailers and hauled to the Rockingham County MSWLF for disposal.
7. Each load of waste is screened by the transfer station operator as it is dumped into the hopper, and any banned
materials are removed for proper disposal before waste is released into the compactor unit.
8. The waste screening logs were not available for review at the facility during this inspection. Please ensure that
these records are stored at the facility or at the Solid Waste office on Klyce Street and are readily available for
review.
9. The leachate collection system in the tipping area is designed to direct all leachate into a holding tank which
drains directly into the public sewer line. The holding tank is pumped out to remove solids as needed. This part
of the leachate collection system has been compromised by the broken curbing designed to direct leachate to the
holding tank, as noted in the observed violation on March 9, 2016. See comments under CORRECTIVE
ACTION above.
10. Below the hopper, where waste is compacted into transfer trailers at ground level, asphalt berms direct leachate
into a series of drains which also empty directly into the public sewer line. This portion of the leachate
collection system is emptied of solids as needed and appears to be functioning as designed.
11. The facility also serves as a drop-off site for residential recyclable materials, including cardboard, paper, glass,
used motor oil and oil filters, used cooking oil, plastic bags, aluminum cans and steel cans, plastic containers
and electronics.
12. Windblown trash was better controlled at the time of this inspection than on March 9, 2016 – the date of the
previous partial inspection. However, trash was again observed in the vicinity of the trailer storage. Please
ensure that windblown trash is policed up at the end of each working day and disposed of in the hopper.
13. Oil-based paints are collected at the site, processed and stored in drums within a fully enclosed, locked unit, as

administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

stipulated in the operations plan. 14 drums of oil-based paints were removed from the site for proper disposal by
Noble Oil Services on March 23, 2016.
14. Ensure that the water-based paints collected onsite are stored within the covered containment area.
15. Ensure that all oil-based and water-based paints collected and processed at the facility are removed from the
facility at least every six months, or when 400 gallons of either type of material is accumulated, whichever
occurs first, as required by the Operations Plan.
16. The Solid Waste Section will conduct a follow-up inspection prior to April 30, 2016 to view the water-
based paint storage area and to review the waste screening logs. In addition, Solid Waste Section staff
will provide assistance by going over the current operations plan and permit to operate with facility staff
and answering any questions that result from this review.
