ADDITIONAL COMMENTS
1. All photos included in this report were taken by Susan Heim, Solid Waste Section, on March 10, 2016.
2. This facility serves as the MSW transfer station for the City of Reidsville and accepts waste only from city
trucks.
3. The transfer operation takes in between 15 and 25 tons per day or 450 to 500 tons per month from City of
Reidsville trucks only; no private company or residential tipping is permitted.
4. According to the Annual Facility Report for the period July 1, 2014 through June 30, 2015, a total of 5,748.95
tons were accepted at the transfer station for disposal.
5. Waste received at the transfer station is transported directly to the Rockingham County MSWLF (Permit #
7904) for proper disposal.
6. Permit to Operate, Operations Plan, emergency contact information and contingency plans are all posted in the
scale house.
7. Training records were reviewed, and the following SWANA Certified Transfer Station Operations Specialist
certifications were found: Curtis W. Lovelace, expires 11/16/2016; Billy Joe Watlington, expires 3/25/2018.
8. Transfer station activities and operations were observed, including a city truck dumping its load into the hopper,
the facility operator screening the load as it was dumped, the load being compacted into a transfer trailer and the
inspection and clean-up of the tipping area afterwards.
9. Each load of waste is screened by the facility operator as it is dumped. If banned materials are observed they are
removed from the hopper prior to the load being released and compacted into the transfer trailer.
10. The transfer trailer was observed to be in good repair and without leaks, including the water tight cover.
11. Leachate is collected in drains in the hopper and transfer/loading areas piped to a settling pit and oil separator,
then sent directly to the sanitary sewer for proper treatment. The City of Reidsville pumps out solids from the
drains, settling pit and oil separator as needed.
12. The facility is clean, the site is fenced and well maintained; no trash or windblown material was observed.
13. Ensure that random load inspection logs are maintained to demonstrate compliance with provisions of Permit to
Operate.
14. The Solid Waste Section will conduct a follow-up inspection to review records, including tonnage reports
and waste screening logs.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
