Dear Mr. Wuester:

The Division of Waste Management (DWM), Solid Waste Section (SWS) received the
Construction Quality Assurance Report (CQA Report) for the MSWLF Unit – Phase3, Cell 9
which is titled as:
 Construction Quality Assurance Report, Sampson County Disposal, LLC, Permit Area 82-
02 MSW Landfill. Roseboro, North Carolina. Prepared by: Smith Gardner, Inc. (S+G). May
2016 and revised through June 27, 2016 (DIN 26348).

After completing reviews, the SWS determines that the above-mentioned CQA Report (DIN
26348) meets the requirements stated in the design and construction specifications and CQA
Plan of the Permit To Construction Application (DIN 23822). The SWS hereby issues Sampson
County Disposal, LLC (SCD) the ten (10)-year Permit to Operate (DIN 26349) to operate the
new-constructed MSWLF unit – Phase 3, Cell 9 and to continue operation of the MSWLF unit,
Phases 1 & 2 (Cells 1 through 8) and the C&DLF unit Cells 1 & 2A in accordance with the
approved Operations Plan (DIN 23822) and Solid Waste Management Rule 15A NCAC 13B.
The SWS also issues SCD the ten (10)-year Permit to Construct (DIN 26349) to construct the
C&DLF unit Cell 2B in accordance with the approved permit application (DIN 23822) and Solid
Waste Management Rule 15A NCAC 13B. One paper copy of the permit is enclosed. In your
review of the Permit To Construct, please pay special attentions to the Pre-Operational Condition
No. 24 which must be properly addressed in writing and submitted to the SWS for a review and
approval prior to issuance of Permit To Operate for the C&DLF unit Cell 2B.

The SWS also determines that Cells 10 & 11 of the MSWLF unit - Phases 3 and Cell 3 of the
C&DLF unit are suitable for developing landfill cells. Pursuant to NCGS 130A-295.8 (b)(3), the
permittee must submit the SWS a permit modification to the approved Permit to Construct
Application (DIN 23822) for a review and an approval in accordance with Rules 15A NCAC

13B .0201(g) & .0206(b) before construction activities commence at the aforementioned landfill
cells.

This Permit to Construct & Operate (PTC & PTO) shall expire June 01, 2026. Pursuant to the
North Carolina General Statutes (NCGS) 130A-294(a2) the PTC & PTO are subject to a limited
review by June 01, 2021. No later than December 03, 2020 SCD must submit to the SWS a
request for a limited permit review including review of the operations plan, closure plan,
environmental monitoring plans, and any other applicable plans for the facility. SCD may submit
the permit modification application, as a portion of the limited permit review for constructing or
operating future MSWLF unit – Phase 3, Cells 10 or 11 or C&DLF unit – Cells 2B, 3A or 3B.
