Dear Mr. Wuester:

On June 17, 2016 the Division of Waste Management (DWM), Solid Waste Section (SWS)
received a letter request (DIN 26281) for an approval of the permit modification of reducing the
number of storage tanks to three (3) from six (6) as stated in the Section 4.2.3 of the Facility and
Engineering Plan, the approved Permit To Construction Application dated November 2013 and
revised through February 10, 2015 (DIN 23822). The permit modification request is prepared on
behalf of SCD by the Smith Gardner, Inc. (S+G).

After completing a review of the permit modification document, the SWS approves SCD’s
request. SCD shall implement the planned practices to properly handle, manage, and dispose of
leachate which is generated from the SCD landfill facility, Permit No. 8202-MSWLF-2000. If
