The Service Area for this facility is Harnett County. 2. The hours of operation are 7:30am – 4:30pm Monday thru Saturday except Wednesday they close at noon. 3. The facility has proper signage. 4. The facility is properly secured with a locked gate. Personnel are onsite during operating hours. 5. Records were not reviewed during this inspection. 6. The transfer station is receiving approximately 120 tons per day. 7. Received MSW waste is transferred for disposal at Sampson County Disposal, LLC, Permit Number 8202- MSWLF-2000; or in the event of an emergency occurring at the disposal facility, MSW waste may be transferred to the Uwharrie Environmental Landfill, Permit Number 6204-MSWLF-1995 or the Johnston County Landfill, Permit Number 5103-MSWLF-1997. 8. The county pumps and hauls the leachate to the City of Lillington’s WWTP for disposal. 9. Tipping floor is in good condition. 10. The drains should be cleaned daily to promote the free flowing of leachate to the tank and not tracked outside of the Transfer Station by vehicles or equipment. Cleanout needs a cap. 11. The water used to wash down any part of the transfer station working areas should be contained and drained to the leachate tanks. 12. The transfer station, including the trailer loading area need to be cleaned. The back wall of the transfer station above the trailer loading area has been damaged and trash is collecting through the large hole. Trash needs to be removed from behind the wall and hole repaired. The WTS is to be maintained in a clean and sanitary condition. A more routine cleaning program needs to be implemented in an attempt to better manage this unit. 13. Unacceptable waste is being removed during screening and as they are observed by the site personnel. Waste screening forms kept at the WTS. 14. Tires are being removed as they are noticed and placed in the tire area for proper disposal. Tire certification forms at the scale house. The certifications must be maintained for a minimum of 3 years. 15. The batteries removed from the waste stream are placed on pallets until removed to the shop for pickup. 16. Windblown waste must be collected and placed in the disposal trailer prior to close of business daily. Site staff was picking up windblown waste at the time of this audit. 17. Any liquids or leachate on the concrete outside the leachate containment system must be cleaned up with an absorbent material as quickly as possible and disposed of properly. 18. Erosion was noticed behind the transfer station during inspection. Digital pictures taken by Liz Patterson on June 8, 2016 The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
