The facility is a land clearing and inert debris (LCID) landfill. 2. The facility has proper signage. 3. Hours of operation are Monday through Saturday from 8:00am to 5L00pm. 4. The PTO expiration date is February 19, 2019. The permit renewal application due date is August 19, 2019. 5. The facility is properly secured with a locked gate. 6. The facility is permitted to receive waste generated within Harnett County. 7. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, inert debris, and asphalt. 8. The facility site plan, operations plan, and permit and were not reviewed with the site operator at this inspection. 9. Facility needs to be mowed to allow for proper inspection. 15. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first.” 10. Excavation, grading and fill material side slopes shall not exceed three to one (3:1). 11. Orange-and-white construction-marker barrels are being used as edge-of-waste markers except that the western limits are defined by an existing drainage ditch. A couple barrels appear to have been run over and position shifted. 12. Digital pictures were taken during the inspection. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
