(S+G) is pleased to submit construction activity documentation regarding the Landfill Gas Management System1 (Plan) expansion at the Sampson County MSW Landfill in Roseboro, North Carolina. The project consisted of the installation of the following Landfill Gas Collection and Control System (GCCS) components from December 12, 2015 to March 19, 2016: • Provided on-site CQA representation to ensure proper LFG extraction well drilling and installation. • Provided on-site CQA representation during lateral and other conveyance pipe installation, including pressure testing and tie-ins to existing pipelines. • Provided correspondence and approvals from the Dept. of Health and Human Services in relation to the approved asbestos work plan; • Performed surveying services through a qualified subconsultant to S+G. SCD contracted with Shamrock Environmental Corporation (Shamrock) to install the above components. A brief project description and supporting documentation is presented below. Photographic documentation of the project is provided in Attachment A. LANDFILL GAS EXTRACTION WELLS Shamrock subcontracted the LFG extraction well drilling to Kellet’s Well Boring Inc. S+G observed the drilling and installation of the five (5) new LFG extraction wells. The LFG extraction wells were drilled 36 inches in diameter and constructed using eight (8) inch diameter schedule 80 PVC pipe. The upper 13 to 15 feet for each well included solid piping with two bentonite seals and soil backfill. Following well completion, an approximately four (4) foot solid pipe section was installed above ground as a 1 Landfill Gas Management Plan – Revision 3, Sampson County Disposal, LLC, NC Solid Waste Permit No. 82-02 dated November 2013 by Smith Gardner, Inc., included in the MSW Landfill Phase III & C&D Landfill Cells 2B and 3 Permit to Construct Application. Well locations are provided on the As-Built Drawing presented in (Attachment D). LANDFILL GAS HEADER AND LATERAL, AND ADDITIONAL COMPONENT INSTALLATION (CELL 7 AND 8) Shamrock installed the below GCCS system components in the following locations (as shown on the Record Drawing provided in Attachment D): 1. 24” HDPE header piping along the western side of Cell 7 and 8, tying into an existing 12” HDPE header at the southwestern corner of Cell 8 and connecting to an existing 24” header pipe at the northeast corner of Cell 7; 2. Five (5) new 4” HDPE lateral connections from the new LFG extraction wells to header piping in Cells 8 and 7; 3. Extension of two (2) manifold collection points; and 4. Relocation of 12” isolation valves along the 24” HDPE header in Cell 7. All of the piping installation was performed by Shamrock beginning in December 2015 and concluding in March 2016. Gas conveyance lines were pressure tested in accordance with ASTM F-1417. A copy of each pressure test is included as Attachment C. Following the completion of the system expansion, Surveying Solutions, P.C. prepared “as-built” surveys of all installations, including gas lines, valves, and remote wellheads. The as-built survey information is included in the updated record drawing (provided as Attachment D). ADDITIONAL WORK IN CELL 7 Shamrock performed additional work in Cell 7 consisting of the following locations (as shown on the Record Drawing provided in Attachment D): 1. Relocation of three (3) LFG isolation valves onto the newly installed HDPE header piping and one LFG isolation valve on top of existing rain cover; 2. Relocation of approximately 450 feet of air and condensate lines (and associated valves) to the top of the existing rain cover; and 3. Removal of an existing HDPE header piping and condensate trap. ASBESTOS WORK PLAN Spoils generated from excavations were inspected by an accredited asbestos inspector in accordance with the approved Asbestos Work Plan (Attachment E). No suspect asbestos containing materials were found. SUMMARY The Construction methods, locations, and details of the above LFG collection system expansion are in general agreement with the approved Plan. Please note that S+G’s acceptance of the landfill gas collection and control system is limited to the items addressed in this report. Beyond this acceptance, additional issues that arise during operations of the system shall be addressed by the system owner/operator and/or the manufacturer under system warranty.
