Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS On June 23, 2016, John Patrone met with John Bonitz to conduct a comprehensive inspection of the Celebrity Dairy LLC dba Celebrity Dirt located on Celebrity Dairy Way in Siler City, Chatham County. 1. The solid waste compost demonstration (SWCD) uses a combination of goat manure-bedding, biochar, poultry litter, liquid whey, and wood chips. 2. The SWCD is considered a small, type 3 compost operation. 3. The SWCD has obtained approval to operate (SWS letter dated June 4, 2015). The approval granted is in accordance with the North Carolina Solid Waste Management rules, 15A North Carolina Administrative Code (NCAC) 13B .1409, and subject to the conditions stated in the approval letter. 4. The SWCD has obtained approval to distribute the compost produced (SWS letter dated June 19, 2015). 5. The facility has produced compost in two [small] wooden positive aerated test bins. Mr. Bonitz stated that the wooden bins will be used occasionally to produce compost and used to test new compost recipes. 6. The facility has constructed the manure dry store [building]. A positive aerated test windrow has been constructed [using a 1 horsepower blower motor]. Mr. Bonitz stated that the test windrow did not achieve the required results and will have materials added to undergo additional positive aeration. 7. The manure dry store floor is a soil cement hardened base. Mr. Bonitz stated that it is sandstone-like. The floor did not appear flat. The lower part of the building wall/sidewall is open to the outside. 8. Mr. Bonitz stated that liquid on the manure dry store floor will flow off onto a trench drain [soil atop a layer of gravel] and into an open-bottom sump. 9. Mr. Bonitz stated that liquid from the test windrow has been contained with wood mulch [positioned around the windrow] and that it did not reach the trench drain or sump. 10. The facility plans to process the goat manure-bedding through a manure spreader in the manure dry store. Shredded manure-bedding will be stored in the building near the compost operation. 11. Mr. Bonitz stated that three test windrows will be composted in the manure dry store in order to acquire knowledge regarding the goat manure-bedding, etc. compost process. 12. After the test windrows are composted, Mr. Bonitz stated that he plans to construct three or four large three- sided bins in the manure dry store to commercially produce compost and that material will be aerated for ~ 60 days and cured [in-place] for 30 – 180 days. 13. The facility has not produced compost since April 2015. The compost produced was in the small wooden bins. The remaining compost is stored in one of the wooden bins. 14. Mr. Bonitz has a vermiculture operation at the dirtworks [building]. He stated that the vermiculture operation only uses compost [from the batch produced in April 2015] and wood mulch. 15. Mr. Bonitz was asked to contact Tony Gallagher, Composting & Land Application Branch Head – SWS at 919- 707-8280, to discuss the construction and operation of the manure dry store and the vermiculture operation.
