ELKINS CHRYSLER MITSUBISHI
DURHAM, NORTH CAROLINA

Dear Dr. Rothschild:
In accordance with your acceptance of our Proposal No. P07R-4251 dated January 9,
2007, Mid-Atlantic Associates, Inc. (Mid-Atlantic) is pleased to present this report of
environmental services for the Elkins Chrysler Mitsubishi site located at 925 Jackie
Robinson Drive (East-West Expressway) in Durham, North Carolina (Drawing 1). The
purpose of our services, as described in the attached report, was to perform a Phase II
assessment for the above referenced location. Specifically, our scope of services
included installing and sampling temporary monitoring wells, sampling existing
monitoring wells, advancing soil borings and collecting soil samples in potentially
contaminated areas located on-site. Our findings are presented below.
SUMMARY OF ACTIVITIES
Soil Boring Installation
On February 5-6, 2007, Ms. Katie Lippard of Mid-Atlantic mobilized to the site to oversee
the installation of soil borings and temporary monitoring wells on site, as shown on
Drawing 2. Boring and well installation services were provided by Subsurface
Environmental Investigations (SEI, Inc.) of Statesville, North Carolina (NC Driller’s
registration number 3393). Borings were advanced with a Geoprobe “macrocore”
sampler, and five-foot length cores of soil were scanned for the presence of volatile
organic compounds with a toxic vapor analyzer (TVA). In general, borings at the site
encountered silty fine sand to fine sandy silt with partially-weathered rock fragments
(Attachment A).

Ms. Lippard collected two samples (SB-1 and SB-2) in the vicinity of the waste oil
aboveground storage tank (AST), one sample (SB-3) in the former location of the
gasoline pump island, one sample (SB-4) in the vicinity of the former hydraulic lift in the
body shop, two samples (SB-5 and SB-6) on north and south sides of the oil/water
separator, thirteen samples (SB-7 through SB-9 and SB-12 through SB-21) in the vicinity
of the former hydraulic lifts in the service department and three soil samples (SB-10, SB-
11 and SB-22) in the vicinity of the former waste oil UST delivery line. The boring depths
ranged from 5 to 15 feet below land surface (BLS). Soil samples were collected at
approximately 2-foot intervals and screened with the TVA. Based on screening results
and field observations, one soil sample for each boring was selected for laboratory testing
except for SB-23 and SB-24 which were advanced for delineation purposes and not
sampled. Soil samples SB-1, SB-2, SB-4, SB-7 and SB-8 through SB-22 were analyzed
for oil and grease using EPA Method 9071. Soil samples SB-4, SB-8, SB-11, SB-13, SB-
17 and SB-22 were subsequently run by EPA 9071 with a silica gel cleanup to filter out
natural oils and greases. Soil sample SB-3 was analyzed for volatile petroleum
hydrocarbons using MADEP VPH and for volatiles using EPA Method 8260. Soil samples
SB-5 and SB-6 were also analyzed for volatiles using EPA Method 8260 along with semi-
volatiles using EPA Method 8270. Ms. Lippard wore new nitrile gloves during the
collection of each sample, and each sample was placed into laboratory-prepared, pre-
labeled bottles. The samples were packed in ice and shipped under chain-of-custody
control to SGS Environmental Services, Inc. (SGS) in Wilmington, North Carolina.
Hand auger borings were advanced by Ms. Lippard in the vicinity of the former solvent
(paint thinner) USTs formerly located north of the body shop (Drawing No. 2). Ms. Lippard
collected samples HA-1, HA-2 and HA-3 at depth of 6 feet below land surface (BLS),
2 feet BLS and 5 feet BLS, respectively. Ms. Lippard wore new nitrile gloves during the
collection of each sample, and each sample was placed into laboratory-prepared, pre-
labeled bottles. The samples were packed in ice and shipped under chain-of-custody
control to SGS for analysis. The samples were analyzed for volatiles using EPA Method
8260.
Soil Sampling Results
Laboratory analytical reports and chain of custody records are included in Attachment B
and summarized in Table 1. Soil samples SB-8, SB-11, SB-13, SB-17 and SB-22
exhibited oil and grease concentrations in excess of the regulatory action level of 250
milligrams per kilogram (mg/Kg). Samples SB-8, SB-13 and SB-17 were collected in the
vicinity of hydraulic lift systems in the service department. Samples SB-11 and SB-22
were detected in the vicinity of the former waste oil UST and associated delivery line.
Fourteen additional samples exhibited detectable levels of oil and grease below the 250
mg/Kg action level.

When analyzed using a silica gel clean up to filter out natural oils and greases, the
concentrations of oil and grease in samples SB-4 and SB-17 decreased to 37.2 mg/Kg
and none detected, respectively. Soil samples SB-8, SB-11, SB-13 and SB-22 exhibited
similar concentrations of oil and grease after being analyzed using a silica gel cleanup.
Volatile and semi-volatile organic compounds were detected in samples SB-5 and SB-6
at concentrations in excess of their respective soil-to-groundwater maximum soil
contaminant concentration (MSCC).
Temporary Monitoring Well Installation
On February 5, 2006, Ms. Katie Lippard oversaw the installation of two temporary
monitoring wells on site (TMW-1 and TMW-2), as shown on Drawing 2. An attempt was
made to install one temporary well at the northwest corner of the site. However, refusal
was encountered at approximately six-feet BLS. The borings were advanced until the
water table was penetrated and temporary, one-inch diameter Schedule 40 PVC
monitoring wells were installed. The wells were constructed such that the well screen
intersected the water table at the time of construction. A sand filter pack was placed
around the well screens to a depth approximately two feet above the top of the screened
interval. Each well was developed with a new, dedicated, polyethylene bailer upon
completion to remove sediment from the water column and was then equipped with a
locking cap.
Temporary and Permanent Monitoring Well Sampling
From February 5 through 7, 2007, Ms. Lippard sampled permanent monitoring well MW-1
and temporary monitoring wells TMW-1 and TMW-2. Prior to sampling, the depth to water
in each well was measured using an electronic water level indicator. The depth to water in
wells MW-1, TMW-1 and TMW-2 was measured at approximately 12.25, 15.50 and 11.95
feet BLS, respectively. The well’s dedicated bailer was then used to purge approximately
three well volumes of water (or until the well went dry) prior to sample collection. The
sampler donned new, nitrile gloves for purging and sampling activities. A groundwater
sample was collected from each well using the bailer. The samples were decanted into
laboratory-prepared, pre-labeled sampling bottles, packed in ice, and delivered under
chain-of-custody record to SGS for analysis. The samples were analyzed for volatiles and
semi-volatiles using EPA Methods 6210D and 625, respectively. Monitoring well sample
TMW-1 was also sampled for formaldehyde using EPA Method 8315.
Ms. Lippard attempted to collect a sample from permanent monitoring well MW-2.
However, due to lack of groundwater recovery after purging a sample could not be
collected.

Groundwater Sampling Results
A laboratory analytical report and chain of custody record is attached and the laboratory
results are shown on Table 2. Each of the groundwater samples collected at the site
exhibited detectable concentrations of volatile and semi-volatile contaminants. However,
only the samples collected from temporary monitoring wells TMW-1 and TMW-2 exhibited
concentrations in excess of their respective North Carolina Groundwater Quality Standard
(NCGQS). Sample TMW-1 exhibited concentrations of benzene [11.8 micrograms per
liter (ug/L)], 4-isopropyltoluene (3.03 ug/L), and Bis(2-ethylhexyl)phthalate (107 ug/L) in
excess of their respective NCGQS. The sample collected from TMW-2 exhibited Bis(2-
ethylhexyl)phthalate at a concentration (18.3 ug/L) in excess of the NCGQS. Benzene
and 4-isopropyltoluene are typically associated with releases of petroleum. Bis(2-
ethylhexyl)phthalate is a plasticizer that may have been introduced to the samples
through degradation of the plastic well casings or bailers. It is also a common laboratory
contaminant.
Formaldehyde was detected in the sample collected from temporary monitoring well
TMW-1 at an estimated value of 130 ug/L. Formaldehyde is typically used in embalming
fluids.
CONCLUSIONS AND RECOMMENDATIONS
Based on the results of this investigation, Mid-Atlantic concludes the following.
• Contaminants consistent with the historic use of the property were detected in the
majority of samples collected at the site.
• Releases appear to have occurred from the majority of the hydraulic systems
present at the site. Soil in the vicinity of the lifts associated with samples SB-8 and
SB-13 appears to be impacted with oil and grease concentrations in excess of the
action level of 250 mg/Kg. Although other samples collected in the vicinity of
hydraulic lifts (SB-4, SB-7, SB-9, SB-12 and SB-14 through SB-21) did not exhibit
concentrations of oil and grease in excess of the action level, contaminated soil
may still be present but undetected in these areas due to the limitations of this
investigation.
• Contaminated soil remains in the vicinity of the former waste oil UST and delivery
lines. The actual extent of contamination has not been delineated.
• A release(s) appears to have occurred from the on-site oil/water separator. Soil
samples collected in the vicinity of the separator exhibited concentrations of target
compounds in excess of their respective soil-to-groundwater maximum soil
contaminant concentrations. Based on the depth that these samples were
collected and the measured depth to groundwater at the site, it is reasonable to
suspect that groundwater in the vicinity of the separator may be adversely-
impacted by the release(s) from the separator.

• Groundwater at the northern portion of the site has been adversely-impacted by
petroleum constituents and formaldehyde resulting from documented releases at
nearby and/or adjacent sites.
Mid-Atlantic recommends that a copy of this report be submitted to the property owner with
a recommendation that a copy be submitted to the North Carolina Department of
Environment and Natural Resources. We also recommend that the historical operations at
the site, results of this investigation, and the potential for additional, currently undetected
areas of contamination be considered during the design and implementation of
redevelopment activities.
