Missing field markers were noted at the bottom of the swale area on the west side of the site (the 50’ setback from the property line) and also along the south east portion of the site. The enclosed map marks the general area (blue circles) that have missing markers. Install the needed field markers to clearly delineate the site boundaries. Also there is an adjacent farm field to the south east that has a tobacco crop – a 50’ setback from a crop for human consumption is required - the 50’ setback from the property line may cover this, if not then adjust the markers accordingly. SEE BACK FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The cropstand appears sufficient for land application to occur. 2. The required signs are posted and the access road is adequate. 3. It appears that a spray path possibly may have went past the field boundary on the south end of the site, came very close. Ensure that discharge events (including aerial drift) stay within the permitted boundaries. 4. Overall it appears that the approved setbacks are being met, but setbacks were not measured at this time. 5. No recent land application & no odors noted. 6. Noted one heavy spray path, approximately in the middle of the field, that appeared to be forceful/heavy & lodged the grass over. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
