Macon County, Permit No. 5703-MSWLF-1992, Document ID No. 26315

Mr. Stahl,

The Division of Waste Management, Solid Waste Section (Section) has received the revised Site
Specific Construction Quality Assurance Plan (DIN 26313) and Technical Specifications (DIN
26314) regarding the Permit to Construct application for Phase 3, Cell 1 at the above referenced
facility. The documents were submitted on your behalf by McGill Associates and were received
in the Asheville Regional Office on January 22, 2016.

The submittals have been reviewed for compliance with the applicable North Carolina
Administrative Code (NCAC) requirements. Based on this review, it appears the Site Specific
Construction Quality Assurance Plan and the Technical Specifications meet the requirements of
15A NCAC 13B.1621 and 13B.1624. As a result, both documents are approved and are now part
of the List of Documents for the Approved Plan. As part of the Approved Plan, the documents
must be maintained on site and implemented accordingly. The documents will be added to the
Permit at the next issuance.
