Dear Mr. Arthurs:
The Solid Waste Section (Section) has reviewed the Landfill Gas Remediation Plan - Closed Randolph
County Landfill (Doc ID #26307) prepared by Golder Associates NC, Inc. (Golder). Methane was detected
at concentrations exceeding the lower explosive limit (LEL) in landfill gas monitoring well GM-5 during
the first two quarterly monitoring events of 2016. Golder submitted a landfill gas remediation plan in
response to the exceedances.
As stated in the landfill gas remediation plan, the LEL exceedances prompted Golder to also re-evaluate
the methane monitoring network. The methane monitoring network consist of five wells and a continuous
methane monitor in the maintenance building near the landfill. Golder determined that three out of five
wells are less than 20 feet from the edge of waste and all of the wells are closer to the waste unit than the
point of compliance at the property boundary. Golder requested to replace methane wells GM-1, GM-3,
GM-4, and GM-5 with barhole probes BH-1, BH-3, BH-4, and BH-5. BH-1 is proposed to be located close
to the facility boundary, BH-3 and BH-4 will be located near the stream, and BH-5 will be located close to
the maintenance building. Methane well GM-2 will remain a part of the methane monitoring network.
Turbine vents will be installed on monitoring wells GM-1, GM-3, and GM-4 and will continue to be
monitored quarterly but will not be considered points of compliance. In order to address landfill gas
exceedances at GM-5, Golder has proposed to install turbine vents on GM-5 and the three passive LFG
vents near GM-5.
The Section approves the landfill gas remediation plan under the condition that the barhole probes will be
installed at depths similar to the methane monitoring wells to ensure similar intervals of the vadose zone
