A permit review request has been submitted as required. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection without records review STATUS OF PAST NOTED VIOLATIONS: None applicable OBSERVED VIOLATIONS: No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS section below. ADDITIONAL COMMENTS: 1) This Facility is a land-clearing and inert debris landfill. 2) This Facility is permitted to receive land-clearing and inert debris generated by and on Marine Corps Air Station Cherry Point and all related ancillary Marine Facilities. 3) The hours of operation are Monday through Thursday from 7:30 AM to 11:15 AM and 12:30 PM to 3:45 PM, and Friday from 7:30 to 11:15 AM and 1:00 PM to 3:45 PM. Ten Holidays are observed: New Year’s Day, Martin Luther King Jr Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section 25B_INSP_20160607 Page 2 of 3 Veteran’s Day, Thanksgiving Day, and Christmas Day. 4) This Facility is not open to the public. Access is limited to US Department of Defense employees and MCAS Cherry Point Facilities Maintenance Department personnel only. 5) This Facility is permitted to operate a land-clearing debris and yard waste treatment and processing operation as defined in 15A NCAC 13B .0101(49). Any processed materials must comply with the requirements of 15A NCAC 13B .1400, et seq. for compost before being distributed to the public. 6) This Facility is currently receiving +/- 7 tons of waste per day. 7) This Facility is permitted to receive for staging, Coal Combustion By-Products for future recycling and/or beneficial fill. All storage and staging activities are required to be conducted in a manner sufficient to prevent any releases of ash materials from the storage unit and/or secondary settling basins. 8) This Facility is not currently receiving Coal Combustion By-Products for storage. All Coal Combustion By- Products generated on-board MCAS Cherry Point are now transported by direct haul to the Coastal Environmental Partnership MSW Landfill, permit #67-09 in Tuscarora, Craven County, NC for disposal. 9) Facility permits and operations plans are currently being maintained at the Environmental Affairs Department office and at the facility operator’s office. 10) Site access and security are controlled by means of a locked gate at the Facility entrance. 11) The access road is of all-weather construction and is well maintained at this time. 12) Proper signage is posted at the entrance to the landfill stating the Facility permit number, list of permitted materials, and the emergency contact number. 13) The closed asbestos waste disposal area is well marked and access is restricted for safety. 14) Waste screenings are performed by the scalehouse operator on each load coming in to the Facility as the loads are brought across the scale. 15) A waste screening log is maintained at the scalehouse documenting waste screening activities. 16) This Facility is permitted to receive spent spiractor sand for use as cover material. 17) Spent spiractor sand is staged for mixing with vegetative waste grinding residue for use as cover. 18) A fire extinguisher is maintained in the crawler for fire suppression. 19) Waste concrete brought on-site is stored in an area adjacent to the landfill and will be crushed periodically to be used in road bed construction. *Please note that the State rules regarding Recovered Materials state that for a material to qualify as a recovered material, the majority of the material (75% or more) must be sold, used, or re-used within twelve months. 20) Vegetative waste brought on-site is stored in an area adjacent to the landfill separate from dimensional wood waste. This waste is ground periodically and removed from the site for use as boiler fuel. 21) Wood waste brought on-site is stored in an area adjacent to the landfill and ground periodically to be removed from the site and used as boiler fuel. 22) The waste types were reviewed; no unpermitted wastes were observed during this Facility Compliance Inspection. 23) Vegetative and wood waste grinding is currently being managed by Shavender Trucking, LLC of Pantego, NC. 24) The vegetative and wood waste piles have recently been processed. The ground wood chips have been staged on-site for removal as boiler fuel. Any composting operations conducted on-site will need to be updated in your Facility Permit and Operations Plan. 26) No grinding activities were underway during this Facility Compliance Inspection. 27) Due to the crushing and grinding activities at the site, only a limited amount of material, primarily clean soil is landfilled. The active disposal area is being maintained in a compact, manageable size. 28) Soil is excavated and removed from the fill area for re-use as needed. 29) The sideslopes and all inactive areas of the landfill are properly graded and have adequate cover. 30) No violations were observed during this Facility Compliance Inspection.
