Re: Soil Assessment Report
Woodruff Landfill, Permit #88-07
Dear Mr. Brookshire:
The Solid Waste Section (Section) has reviewed the Soil Assessment Report Woodruff Landfill,
Transylvania County; Permit No. 88-07 MSWLF-1990 (DIN #26226) prepared by Joyce Engineering
(Joyce). During the March 18, 2016 compliance inspection at the facility, Section personnel observed a
release of leachate from the working face into a stormwater ditch. The leachate release observed during
the inspection resulted in the Section issuing a Notice of Violation (NOV) to Transylvania County on April
5, 2016. The NOV required Transylvania County to conduct an assessment and investigate potential
leachate impact. Joyce submitted a soil sampling and analysis plan that was approved by the Section on
April 13, 2016.
Joyce personnel conducted soil sampling at the facility on April 26, 2016. Three soil samples (SS-1 through
SS-3) were collected from the area of investigation at locations 10, 20, and 30 feet, respectively, from the
edge of waste. A background soil sample (SS-4) was also collected upgradient of the investigation area.
Soil samples were collected at depths ranging from 12 to 24 inches below ground surface and were
transported to a laboratory for analysis of Appendix I metals and volatile organic compounds (VOCs).
Soil sample analytical results were compared to the Residential and Protection of Groundwater Preliminary
Soil Remediation Goals (PSRG). Toluene was the only organic constituent reported above laboratory
reporting limits, but the reported concentration did not exceed the Residential or Protection of Groundwater
PSRG. Arsenic was reported above the Residential PSRG in sample SS-1 and cobalt exceeded the
Protection of Groundwater PSRG in SS-1. Although arsenic and cobalt were not reported in the upgradient
sample, Joyce attributed their exceedances to natural occurrence based on available literature published by
the North Carolina Geological Survey. Based on the sampling and analysis results, Joyce concluded there
was no indication of leachate impact to soils or potential impact to surface water and groundwater. .

Based on arsenic and cobalt concentrations reported within documented naturally occurring ranges and the
absence of any VOC concentrations exceeding the PSRGs, the Section will not require additional
assessment related to the leachate release observed on March 18, 2016. Please contact me at (919) 707-
