Dear Mr. Breeden:
The NC Solid Waste Section has reviewed information and plans submitted June 2, 2016 by CEC for the
installation of an underdrain in the vicinity of planned Cell 2C North at the Chambers landfill. This
information packet (DIN 26258) was prepared by Civil & Environmental Consultants after an initial request
for underdrain approval on April 4, 2016 by CEC and after discussion with Section Engineer John Murray
and Section Hydrogeologist Perry Sugg at the May 25, 2016 pre-construction meeting held onsite. A previous
geologic evaluation of the site by David Garrett PG (SCS Engineers) that focused on isolated perched water
conditions at the site and evaluated potential future encounters was submitted on July 7, 2015. This report
(DIN 26257) was prepared as a condition of an underdrain approval for Cell 2C South at the request of the
Section. A review of these reports and plans demonstrate seasonal high water table is at least 4-8 feet below
the perched conditions and the underdrain will not intercept this seasonal high water table. Construction of
the base liner will maintain the required minimum 4-ft separation of seasonal high water table. The site was
also visually inspected by Perry Sugg during a May 11, 2015 and the May 25, 2016 site visits. Based on a
review of the July 2015 evaluation and the June 2016 proposed plans, as well as our inspections of the site,
approval for installation of the underdrain for Cell 2C North is granted with conditions.
Conditions for approval are:
The facility will monitor flow data from all underdrains onsite on a monthly basis and will keep
records onsite of all data collected
Cell 2C north underdrain will be inspected annually when the leachate collection system is inspected,
and will be cleaned as needed
The water quality monitoring plan will be revised to include collection and analysis of all underdrain
outflow samples as part of the semi-annual detection monitoring conducted as the site.

The CQA for the underdrain for Cell 2C will need to be included in the final report sent to the Section
Permitting Engineer, John Murray. Contact the permitting Engineer for any additional engineering
