1.0 Introduction and Background
In accordance with our authorized scope of work, Hart & Hickman, PC (H&H) has completed
additional assessment activities for the Central Avenue Apartments project located at 1931-2027
Central Avenue (Site) in Charlotte, Mecklenburg County, North Carolina (Figure 1). This site is
currently in the North Carolina Brownfields Redevelopment Now Program (Brownfields Project
#19032-15-60). The proposed future use is multi-family residential. The Site is comprised of six
parcels totaling approximately 1.96 acres and is currently developed with a commercial/residential
building that contains 4,576 square feet and an automotive service building that is 7,400 square
feet.
H&H completed a Phase I Environmental Site Assessment (ESA) for the six parcels in March
2015. Based on the findings of the Phase I ESA, H&H identified several Recognized
Environmental Conditions (RECs) associated with the site.

On June 4 and 5 and June 8 and 9, 2015, H&H completed initial Brownfields assessment activities
at the site. The assessment activities included the advancement and sampling of soil borings and
temporary monitoring wells to assess for the potential of a release related to the historical use of
2027 Central Avenue, to further define the petroleum hydrocarbon groundwater impacts associated
with 2013 Central Avenue, and to assess potential for site impacts from the adjacent off-site 7-
Eleven Store property. Additionally, soil gas (SG) sampling was completed to evaluate potential
risk for vapor intrusion from petroleum hydrocarbons in groundwater beneath the site.
The results of the soil sampling indicated a concentration of TPH-DRO above the North Carolina
Department of Environmental Quality (DEQ) Action Level of 10 mg/kg in one soil sample. No
volatile organic compounds (VOCs) or semi-VOCs (SVOCs) were detected above the laboratory
reporting limits in this sample or the other soil samples. The results of the groundwater samples
collected from two temporary monitoring wells indicated various VOC concentrations above their
respective 15A NCAC 2L Groundwater Quality Standards (2L Standards) and the DEQ
Residential Vapor Intrusion Groundwater Screening Levels (GWSLs). Additionally, laboratory
analytical results for the soil gas samples indicated that VOCs were detected above DEQ
Residential Soil Gas Screening Levels (SGSLs).
The results of the Brownfields assessment activities were presented in H&H’s Brownfields
Assessment Report dated July 23, 2015. Following review of the report, DEQ requested that
additional soil gas and groundwater sampling be conducted downgradient of the site. A
Brownfields Additional Assessment Work Plan was sent to DEQ on September 16, 2015. The
work plan was approved by DEQ via email on September 28, 2015. Additional assessment
sampling methodology, results, and conclusions are presented in the following sections.

2.0 Assessment Activities
2.1 Groundwater Assessment Activities
On June 4 and 5, 2015, temporary monitoring well TMW-6 was installed on the adjacent 2020
Hamorton Place property and temporary monitoring well TMW-7 was installed on the adjacent
2028 Hamorton Place property (Figure 2). The temporary monitoring wells were installed to help
define the downgradient extent of the petroleum groundwater plume.
The temporary wells were installed with a DPT rig and constructed of 1-inch diameter PVC casing
and with a 15 ft section of 10 slot well screen. Well construction specifics are presented in Table
1. Boring logs, temporary well construction records, and well abandonment records are included
in Appendix A.
Following installation, the wells were developed until readings of pH, conductivity, and
temperature stabilized. Once stabilization was reached, groundwater samples were collected and
placed in an iced cooler. The samples were delivered under standard chain-of-custody protocol to
Prism Laboratories, Inc. for analysis of VOCs by EPA Method 8260.
On October 7, 2015, H&H obtained top of casing (TOC) elevations and gauged the new temporary
monitoring wells and existing permanent monitoring wells. No free product was detected in any
of the monitoring wells (Table 1).
2.2 Soil Gas Sampling Activities
To assess the potential for vapor intrusion into off-site buildings, four SG sample points were
installed at the locations shown on Figure 3. The SG points were installed as described below and
were sampled in general accordance with the DEQ Vapor Intrusion Guidance dated April 2014
(VI Guidance). The soil gas sample points SG-9 and SG-12 were installed 5 to 7 ft above the

groundwater table using a direct push technology (DPT) drill rig. Due to limited drill rig access,
soil gas sample points SG-10 and SG-11 were installed to depths of approximately 8 to 10 feet bgs
using a decontaminated stainless steel hand auger.
Soil borings were described for lithologic purposes, observed for the presence of staining and
odors, and field-screened for the presence of VOCs with a calibrated photo-ionization detector
(PID). Boring logs are presented in Appendix A.
Each vapor monitoring point was constructed with a 6-inch stainless steel sampling point at the
final depth. Teflon® tubing was secured to the screen and extended to the ground surface. Well
filter sand was placed around the annulus of the screened interval of the sample point, and extended
to approximately 6 inches above the top of the screen interval. A bentonite seal was placed above
the sand pack to grade and hydrated. The soil gas sample points were allowed to cure for a
minimum of 12 hours prior to sampling.
Prior to sampling, a leak check was conducted at each SG point by constructing a shroud around
the sampling point and flooding the air within the shroud with helium (He) gas until a He
atmosphere of 75% to 100% was achieved. A He gas detector was used to measure the % He
within the shroud. Once the levels within the shroud reached near saturation concentrations, vapor
from the monitoring point was purged and collected into a Tedlar® bag using a three way syringe.
Following the purge of vapor into the Tedlar® bag, the contents of the bag were analyzed using
the field He gas detector to ensure that He concentrations were less than 10% of the concentration
detected in the shroud.
Following successful field leak checks using He, vapor samples were collected from each sampling
location into 1.4-liter Summa canisters for laboratory analysis. The Summa canisters were filled
slowly using a lab-set airflow regulator over a period of approximately 60-65 minutes (less than
200 mL/min). As part of the testing, H&H collected measurements of ambient temperature at the
beginning, middle, and end of the sampling day.

The Summa canisters were shipped to Con-Test Analytical Laboratory, a North Carolina certified
laboratory, under standard chain-of-custody protocol for analysis of VOCs by EPA Method TO-
15.
2.3 Well Abandonment and Investigation Derived Waste
Because significant soil impacts were not encountered, soil cuttings generated during the
additional assessment activities were spread on-site. Each boring was abandoned with bentonite
and/or grout and the ground surface was patched to match the surrounding area. The temporary
wells were abandoned in accordance with North Carolina regulations on October 12, 2015. Well
abandonment records are included in Appendix A.
3.0 Assessment Results
3.1 Groundwater Sampling Results
Results of the groundwater samples collected from TMW-6 and TMW-7 indicated VOC
concentrations above the 2L Groundwater Standards. Additionally, 1,2,4-trimethylbenzene,
benzene, ethylbenzene, toluene, and total xylenes were detected in these wells above the DEQ
Residential Vapor Intrusion Groundwater Screening Levels (GWSLs). Naphthalene also was
detected in TMW-6 above the Residential Vapor Intrusion GWSL. Concentrations in groundwater
are shown on Figure 2. A summary of the groundwater analytical data is provided in Table 2, and
the laboratory analytical report is included in Appendix B.
3.2 Soil Gas Sampling Results
Laboratory analytical results for the soil gas samples indicate that benzene, ethylbenzene, hexane,
methylene chloride, naphthalene, toluene, tetrachloroethylene, 1,2,4-trimethylbenzene, and
xylenes were detected above DENR Residential Soil Gas Screening Levels (SGSLs). No other

VOCs were detected in the soil gas samples above specified DENR Residential SGSLs. A
summary of the soil gas vapor detections are provided in Table 3 and presented in Figure 3. The
laboratory analytical report is included in Appendix B.
4.0 Summary and Conclusions
H&H completed groundwater and soil gas assessment activities at the Central Avenue Apartments
Brownfields site located in Charlotte, Mecklenburg County, North Carolina. The assessment
activities included the collection and analysis of two groundwater samples and four soil gas
samples. The results of the assessment activities are summarized below.
• VOCs were detected above 2L Groundwater Standards in two temporary monitoring wells
located downgradient of the site. Additionally, 1,2,4-trimethylbenzene, benzene,
ethylbenzene, toluene, and total xylenes were detected in both wells and naphthalene was
detected in one well above the DEQ Residential Vapor Intrusion GWSLs.
• Benzene, ethylbenzene, hexane, methylene chloride, naphthalene, toluene,
tetrachloroethylene, 1,2,4-trimethylbenzene, and xylenes were detected above DENR
Residential SGSLs in soil gas samples located downgradient of the site. No other VOCs
were detected in the soil gas samples above specified DENR Residential SGSLs.
Based upon the results of the groundwater and soil gas assessment activities, vapor intrusion could
be a cause for concern to the off-site residential buildings and should be further evaluated. Based
on discussions with the Brownfields Program, H&H understands that any additional off-site
assessments will be completed by the DEQ Underground Storage Tank (UST) Section.
