Dear Mr. Turner:
The Solid Waste Section (SWS) has completed a review of the revised operational plan (DIN 26286) received
via an email on June 07, 2016. Few comments on the revised operational plan are stated below, and your
response and clarification are required.
1. According to the input from John Patrone, the SWS Senior Environmental Specialist for the facility that
the Operational Plan should state the scrap tire unit are only temporarily storage of tires collected
from city vehicles. However, if the transfer station is also collecting or planning to collect tires from
residents in the Randolph County, then the operational plan shall provide all applicable info and
requirements stated in the Rule 15A NCAC 13B

2. The revised operational plan eliminates the Section X- Litter Contaminated Debris Storage, the street
sweeper drop-off area (outside of the waste transfer building), which was included in the original
submittal (DIN 26030). Will the City operate this unit in the future? Please info the SWS of the City
decision on this solid waste management unit.
3. The SWS has the strong concern of the practices described in the “Odors and Vectors” in the Section VI
– Hazard and Nuisance Control: “If this is not possible, the doors to the loadout bay and the tipping floor
are all closed during hours of non-operation. This totally isolates any waste inside the building away
from vectors or being windblown.”
This proposal violates the Permit Condition No. 8 a., b, & c. of the Attachment 3, Permit to Operate
(DIN 14009) dated June 8, 2011. The permit conditions are stated below:
8. The facility must not cause nuisance conditions according to Rule 15A NCAC 13B .0402.
a. The tipping floor and transfer trailer loading area must be maintained in a clean, sanitary
condition at all times and must be cleaned at least daily.
a. Waste must only be deposited on a “tipping floor” or directly into a transfer container. Waste
must not be stored on the “tipping floor” after operating hours.
b. Waste may be stored on-site, in transfer trailers designed to be leak resistant, with watertight
covers, a maximum of 24 hours except that a minimal amount of waste may be stored for a
maximum of 72 hours when the facility is closed during a weekend or holiday. Storage of the
waste must not cause any nuisance, such as odor or attraction of vectors.

Additionally, according to Section X – Contingencies for Potential Problems of the revised Operational
Plan, in the unforeseeable or uncontrollable conditions, wastes on the tipping floor can be either pushed
to the trailer parked in the loading bay or loaded back to the truck by an on-site equipment/machinery
such as a front-end loader or a backhoe. Therefore, there is no reason to leave waste on the tipping floor
after the operating hours. Please remove the questionable practices from the subsection and add the
above-mentioned permit conditions to this subsection.
