The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On May 27, 2016, John Patrone met with Randall Lee and Robby Stone to conduct a partial inspection of the City of
High Point, Ingleside - Large Type 1 Solid Waste Compost Facility on Ingleside Drive in High Point, Guilford County.
1. The facility is a Large Type 1 Solid Waste Compost (SWC) Facility. It produces compost from yard waste,
primarily leaves and grass clippings, and mulch from high carbon:nitrogen ratio material.
2. The facility receives yard waste from the City of High Point collection operations and from businesses and
residents.
3. The City of High Point collects leaves annually from ~ November through January.
4. Leaves are ground upon receipt.
5. Active compost windrows are maintained for ~ 5 months and cured for an additional 1 – 3 months.
6. Leaves received from the recent leaf collection season are stockpiled until early spring and incorporated into
windrows as grass clippings arrive.
7. Grass clippings are commonly received from March through October.
8. Stockpiling of all feedstocks (leaves, brush, etc.) shall be limited to a maximum of 30 feet high and 50 feet
wide.
9. The leaf stockpile area has been resized per the aforementioned and access lanes created.
10. Material sold as leaf mulch shall comply with the time and temperature requirements.
11. The facility has two tub grinders and a screener.
12. Compost is screened prior to sale. The screening process removes pieces of plastic bags from the compost.
13. Windblown litter/plastic bags have been picked-up, including those along the chain link fence separating the
mulch storage area and compost screening area.
14. The facility is secured by a metal gate with lock. Personnel are on site during operating hours.
15. Access roads are of all-weather construction.
16. The facility has proper signage.
17. The facility is also a conditionally approved temporary disaster debris staging site (TDDSS, DS41-001).
Disaster debris shall be managed within the parameters of the facility permit.
18. The PTO expiration date is June 8, 2017.
19. The PTO renewal application shall be submitted to the SWS by February 8, 2017.
