Dear Mr. Radford:
The Solid Waste Section (Section) has reviewed the Structural Fill Application submitted by the
United States Marine Corps on May 18, 2016 (DIN 26177). The application meets all of the
requirements specified in § 130A-309.219(a)(1) of the North Carolina General Statues – Chapter
130A Article 9. This notification includes the following information as required by § 130A-
309.219(b)(1):
1. Nature, Purpose and location of the project: This project proposes the use of
approximately 5,000 cubic yards of coal ash generated from the Cherry Point Central
Heating Plant as structural fill for the replacement of two trickling filters at the Cherry
Point Waste Water Treatment Plant.

2. Estimated start: When approved by the Section
Estimated completion: August 31, 2016
3. Estimated volume: 5,000 cubic yards
4. TCLP analysis from coal ash: included in application
5. Signed statement from the owner: This is not applicable due to the waste water
treatment plant being located on United States Federal Government property.
6. CCB generator: Cherry Point Marine Corps Air Station - Central Heating Plant

During the construction process, North Carolina Solid Waste Management 15A NCAC 13B Rules
.1701, .1702, .1704, .1705, .1706, .1707, .1708, .1709, and .1710 shall also be adhered to.
