OBSERVED VIOLATIONS:
1. .0838(a)(12) All septage discharges, including aerial drift from discharges, shall be made within the permitted
boundaries of the land application site. On Field 1B areas of septage debris (paper & plastic trash) were noted
within the woodline vegetation on the north side of this field/to the right of the storage tank. Upon discussion with
Mr. Strickland and Michael was informed that the septage debris was being removed from the disposal field/hay
& deposited in the neighboring vegetation.
Septage debris is septage and shall not be deposited outside the permitted boundaries. Septage debris shall
be contained & disposed of properly (MSW landfill). Completely clean up all septage debris piles within the
neighboring vegetation on Field 1B and dispose of the waste properly.

ADDITIONAL COMMENTS
1. Noted cattle manure at the edge of field 1B. Mr. Strickland said neighboring cattle had gotten loose. Cattle are
not permitted on this septage land application site and access shall be controlled.
2. Noted some heavy/forceful application areas on field 1A. Ensure septage is being discharged in a wide thin
spray path by the use of spreader attachment & adequate truck speed/pressure to prevent crop damage.
3. Slight odor noted on field 1A.
4. At this time the fescue crop appears to have improved and is adequate. Weed control is needed in the coming
months.
5. Field markers appear adequate.
6. It appears that the approved setbacks are being met expect for the septage debris piles in the neighboring
vegetation of field 1B.
7. The required signs are posted and the access road is adequate.

or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
