All photographs were taken by Troy Harrison on May 4, 2016. 2. The Septage Land Application Site consists of Field 1 (21.4 acres), Field 2 (14.5 acres), Field 3 (21.5 acres) and Field 4 (7.4 acres) with a total of 64.8 acres. 3. The fields are permitted for land application of domestic septage and grease septage. 4. The site had accessible all-weather roads to the septage land application fields covered under the permit with the exception of the road to Fields 1 and 2. Heavy rain had recently occurred causing standing water in the road and may require repairs to improve drainage. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. There was a small amount of standing water in Field 2 which may require repairs to improve drainage. 6. Field 4 was currently being used for land application. Field 2 had cattle and not used for land application. Fields 1 and 3 were not being used. Field 4 7. Appropriate signage was displayed. Entrance to Field 4 8. Disposal area boundaries were delineated with permanent markers. 9. All septage discharges appear to have been made within the disposal area boundary. 10. There is no evidence of standing liquid or pooled waste. The waste appeared to be evenly distributed throughout the fields. 11. No objectionable odors were observed. 12. Land Application records were reviewed and appeared to be in order and up to date.
