VAN DER VAART Secretary MICHAEL SCOTT Director State of North Carolina | Environmental Quality | Waste Management 1646 Mail Service Center | 217 West Jones Street | Raleigh, North Carolina 27699-1646 919 707 8200 T June 2, 2016 Ms. Melonie Martin, Environmental Services Duke Energy Corporation, Belews Creek Steam Station 3195 Pine Hall Road Belews Creek, North Carolina 27009 Subject: Tank Construction, Approval Duke Energy, Dan River Steam Station Rockingham County, DIN 26158 Dear Ms. Martin: On May 18, 2016 the Division of Waste Management, Solid Waste Section (Section) received Duke Energy’s request for approval to construct the leachate storage tank and secondary containment at the Dan River Steam Station, entitled; Industrial Landfill Permit to Construct Application Submittal Supplement, Permit No: TBD, Dan River Steam Station, Rockingham County, Eden, North Carolina 27009. Prepared for Duke Energy. Prepared by Amec Foster Wheeler. May 2016. DIN 26123. The request includes plans and specifications for the leachate storage tank and secondary containment system required for the proposed landfill. The leachate storage tank and secondary containment has a dual purpose of conveying contact water from stormwater diversion activities to the City of Eden (City)Wastewater Collection System. The Section has reviewed the plans and hereby approves the construction of the leachate storage tank and secondary containment system as a conduit to and flow control for the purpose of stormwater diversion to the wastewater collection system, with the following conditions; 1. The leachate storage tank and secondary containment system will be constructed in accordance with the plans and specification presented in the request (referenced above DIN 26123) for the purpose of stormwater diversion to the wastewater collection system. 2. Prior to placing the leachate storage tank and secondary containment system into operation Duke Energy will submit for Section approval all appropriate construction quality assurance documentation and engineer’s certification presented in the request (referenced above DIN 26123). 3. Prior to placing the leachate storage tank and secondary containment system into operation Duke Energy will provide the Section approval documentation from the City indicating; the City is satisfied with the connections, controls, monitoring devices and appurtenances required to accept wastewater from Dan River Steam Station. Prior to placing the leachate storage tank and secondary containment system into operation Duke Energy will provide the Section with a copy of the Dan River Steam Station’s operation and maintenance program as required by the industrial user pretreatment permit, City of Eden Permit No. 1013 (DIN 26160).
