WASTES ACCEPTED:
Solid Waste and Construction/Demolition Waste-$32 per ton ($37 Out of County) plus a $2
per ton NC solid waste disposal tax. The landfill accepts any waste generated by Rowan County
residents and businesses. Any large quantities of out -of-county waste accepted must be approved
by the Director of Environmental Management prior to disposal. No hazardous waste, medical
waste, liquids, or automotive batteries are accepted at Rowan County's landfill.
Scrap Metal-No charge-This includes appliances such as washers, refrigerators, air
conditioners, etc. and any other scrap metal
Tires-5 per household are accepted at no charge-Please call to get approval to bring tires to the
landfill. Large quantities of tires or tires on rims may be subject to additional processing fees.
ALL ITEMS BEING BROUGHT TO THE LANDFILL MUST BE COVERED AND/OR
SECURED ON THE VEHICLE BEFORE COMING OR ACCESS WILL BE DENIED.
HISTORY
The Rowan County Solid Waste Landfill has been in operation since December 1989. It is a 415
ton per day landfill. The landfill has a life expectancy of 50+ years at our current disposal rates.
The landfill is constructed on a clay liner and an HOPE liner that protects the groundwater from
being contaminated by the solid waste. Any fluid that drains through the landfill is collected and
held in a lagoon. It is then pumped to a waste water facility for treatment.
The landfill is self-supporting and does not operate from taxes.

Re: Rowan Conntv Government Landfill Enterprise Fund: Operation Green Sweep 2013-2014
Program History
The Operation Green Sweep program began January, 2011 as a joint effort by the Rowan County
Department of Environmental Management Landfill Enterprise Fund and the Rowan County Sheriff's
Office in an effort to mitigate the numerous roadside litter complaints filed by county citizens.
Program Financing
The Rowan County Landfill Enterprise Fund (NC G.S. 153A-292(b) is a self-sustaining program that
operates entirely by revenues generated within the program. The Enterprise fund does not receive monies
from the County General Fund and relies on the surplus revenue generated from landfill tipping fees to
fund non-landfill waste diversion activities such as NCDENR landfill bans, recycling services, and the
financing of two joint efforts with the Rowan County Sheriff's Office: The bi-annual Special
Waste/Operation Medicine Drop Event and Operation Green Sweep (roadside cleanup by inmates
supervised by Deputies provided by the Rowan County Sheriff's Office) The table below details the
Operation Green Sweep activities for the fiscal year of July 1, 2013-June 30,2014.

Re: RCG Landfill Enterprise Fund: Bi-Annual Suecial Waste/Operation Medicine Take Back
Program History
Each Spring and Fall, since 2010, Special Waste/Operation Medicine Take Back is held as a joint effort
by the Rowan County Department of Environmental Management and the Rowan County Sheriffs Office
in an effort to collect Household Hazardous Wastes (HHW's) and Pharmaceuticals. HHW's are accepted
by staff (Kathryn Jolly and Caleb Sinclair are OSHA 29 CFR 1910.120 certified) and Ecoflo, Inc. (Spring,
2014) in an effort to safely divert these items from landfill disposal. Pharmaceuticals are received by
deputies only at this event where they are inventoried, secured in 55 gallon drums, rim tops sealed and
transported by law enforcement for incineration.
