© Carolinas Resource Recovery 2016 Confidential May 10, 2016 Liberation Capital BG Winston-Salem LLC/Carolinas Resource Recovery Odor and Vector Control Plan Odor and Vector control at the CRR Winston-Salem facility is accomplished by the following means: 1. Both indoor and outdoor vessels containing grease trap waste liquids are vented to a 5,000 scfm chemical scrubber (scrubber) to control fugitive odor and the attraction of vectors. 2. Plant Operators shall drain, clean and replace scrubber recirculating water on a daily basis, M-F. Whenever possible, scrubber shall be cleaned and returned to service before 6 AM. 3. Plant Operators shall check and confirm feed of chlorine dioxide to scrubber a minimum of twice each shift and record chlorine dioxide pump speed on Odor Control Log Sheet. Monthly Odor Control Log Sheet shall be posted in the lab with copies kept in the site office. Admin shall also check the chlorine dioxide feed to the scrubber at the beginning, middle and end of each workday and record chlorine dioxide inventory on the Odor Control Log Sheet. Operators and Admin will adjust chlorine dioxide feedrate as may be necessary based on production and atmospheric conditions, recording any adjustments to chlorine dioxide feedrate on the Odor Control Log Sheet. 4. Truck unloading is via hose connections so that raw grease trap waste is not aerated during unloading and spills and odor release are minimized. Any unloading spills are immediately washed into the unloading area trench and into the grease trap waste receiving bin. 5. Except when the unloading pad is being cleaned, the end of the unloading pad trench will be sealed to prevent winds, if present, from drawing air/odor from the process building. 6. Where possible, incoming trucks containing grease trap waste are unloaded via pump, vs. pressurization, to minimize the potential for odor generation from truck tank pressure relief/venting. 7. An odor neutralizer/masking agent fogging system is employed in the truck unloading area, along the process building roofline and inside the process building. Plant Operators shall check the foggers each shift for proper operation and note such on Odor Control Log Sheet. 8. Admin shall check and record odor neutralizer levels in each fogger M-F and record levels and inventory on Odor Control Log Sheet. Admin shall make periodic inspections of site perimeter to confirm odor control systems are functioning normally and report any abnormalities to Plant Manager, Operator on duty and Director of O&M. © Carolinas Resource Recovery 2016 Confidential Atmospheric conditions, including wind direction and speed shall be recorded by Admin on Odor Control Log Sheet. 9. Grease trap waste component solid waste containers (trash and "food solids") are covered when not in active use, and emptied regularly as containers become full. 10. Truck unloading and solid waste roll-off container pads drain to the grease trap waste receiving bin or wastewater neutralization tank inside the building, to prevent GTW or filtrate from pooling and providing a breeding site for flies or mosquitoes. 11. CRR utilizes good housekeeping practices, such as daily hot-pressure washing of loading/unloading pads and floor surfaces to prevent the build-up of spilled and odorous materials. 12.
