Routine Connie Wylie, NC Solid Waste Section N: 36.48732 W: 80.24697 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section ADDITIONAL COMMENTS The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. OBSERVED VIOLATIONS: 1.All photographs were taken by Troy Harrison on April 21,2016. 2.The Septage Land Application Site consists of Field 1 (2.1 acres)and Field 2 (1.2 acres)for a total of 3.6 usable acres. 3.The site is permitted for land application of domestic septage. 4.The site had accessible all-weather roads to the septage land application field covered under the permit. 5.Appropriate signage was displayed at the site. 6.Both fields had disposal area boundaries that were well delineated with permanent markers.The northeast corner of Field 2 was roughly measured to be 450 feet from the nearest dwelling.A more accurate measurement will need to be taken for the next permit renewal and,if necessary, the field boundary adjusted. 7.All septage discharges appear to have been made within the disposal area boundary.No recent septage application were observed. 8.No evidence of standing liquid or pooled waste was observed.The waste appeared to be evenly distributed throughout the field. 9.No objectionable odors were observed. 10.The nutrient management plan appears to have been followed on all fields with a good crop stand of rye grass as prescribed in the nutrient management plan.Both fields will need to be harvested before new land applications can be done.
