STATUS OF PERMIT: Permit issued September 14, 2000 PURPOSE OF SITE VISIT: Follow-up inspection STATUS OF PAST NOTED VIOLATIONS: 1. 15A NCAC 13B .0566 (4) states that “Adequate soil cover shall be applied monthly or when the active area reaches one acre in size, whichever occurs first.” All waste must be properly covered within 30 days of receipt of this report. - RESOLVED 2. 15A NCAC 13B .0566(16) states that “A sign must be posted at the facility entrance showing contact name and number in case of emergency. The permit number requirement is not for facilities not requiring a permit.” A sign showing the name and contact number for the facility must be posted within 30 days of receipt of this report. – RESOLVED 3. 15A NCAC 13B .0566(11) states that “Solid waste shall not be disposed of in water.” Waste was observed in water during inspection and needs to be removed from water and properly disposed of within 30 days of receipt of this report. - RESOLVED FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 OBSERVED VIOLATIONS: NONE ADDITIONAL COMMENTS On April 13, 2016, Liz Patterson conducted a comprehensive inspection of the G.S. Materials notified Land Clearing and Inert Debris landfill located at the intersection of SR 1001 & Hwy 24/27 in Harnett County. 1. The facility is a notified land clearing and inert debris (LCID) landfill. The disposal area for notified LCID landfills shall remain under two acres. 2. The facility has proper signage. 1. The facility is properly secured with a locked cable. 3. Permanent waste boundary markers have been installed around the entire landfill to include active and inactive areas. Continue to maintain waste boundary markers. 4. A buffer of 100’ from the disposal area to property lines, residential dwellings, commercial or public buildings and wells must be maintained. Property lines have been marked within to ensure that waste is not being dumped into the 100’ buffer for this facility. 5. Grass seed has been sowed but not come up yet. 6. Facility has been mowed for proper inspection. 7. Facility has been brought into compliance. 8. Digital pictures were taken during the inspection. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
