PURPOSE OF SITE VISIT:
Partial Comprehensive Facility Compliance Inspection.
STATUS OF PAST NOTED VIOLATIONS:

None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1 - This facility is secured well by gates and other security measures.
2 - Signs posted and in compliance with permit conditions.
3 - Interior roads made for all weather conditions and are well maintained.
4 -This site has 3 certified operators. William H. Etheridge – expires 05/20/2018. Darryl Howard – expires 11/05/2018
and Carroll Toler Cowell – expires 06/21/2016.
5 -This facility has a screening program and the screening records were available, reviewed and were well maintained.
6 – The tipping floor was kept clean as to the waste was cleaned off the tipping floor between incoming trucks during
this site inspection.
7 – Windblown material is picked up daily. Need to try and contain on the North side close to borrow pit / pond.
Windblown material is getting very close to entering this borrow pit / pond.
8 – The leachate control system appears to be working good. Leachate drains to underground tanks and then is removed
from tanks as needed. One of the tanks has broken top in need of repair or replacement to prevent surface water,
rodents, animals from access to the inside of tank. If tank was to get full it could also cause a discharge if not repaired or
replaced.
9 – This facility is permitted to receive White Goods and Scrap Metal. All is piled up together. Please ensure the
Chlorofluorocarbon refrigerants are removed properly from white goods. It is hard to tell today due to the piling of all
white goods and scrap metal. Please keep white goods upright so they can be inspected and to ensure that no refrigerants
leak out.
10 – This facility also is permitted to receive Tires and Scrap Tires. Tires are place in enclosed trailers in front of the
scale house.
11 – This facility is permitted to receive Yard Waste and Pallets. During this inspection, it was noted that the yard waste
piles were within 5 feet from fuel barrels. I would keep further distance due to potential fire danger if piles of yard
waste catches on fire this fuel barrel would be a potential liability and safety issue. Also, there were some items mixed
into the yard trash that needs to be removed. These items were building material that were of treated materials. Need to
screen this better at scale house or where ever you screen these loads of yard trash at.
12 – Overall, this facility is doing a fairly good job.
