Dear Mrs. Ray:

Please find enclosed the Permit to Operate for the Riverside Stump Dump at Mills River. The expiration
date for the permit is April 13, 2021.

In general, the new facility permit does not reiterate permit conditions which are included in the Solid
Waste Management Rules, 15A NCAC 13B, nor does it restate specific conditions which are included
within the approved plans, such as site specific operations. Please review the conditions of the permit
carefully.

The stamped approved permit application is enclosed. Other documents for the facility can be viewed on
our website:
https://deq.nc.gov/about/divisions/waste-management/waste-management-rules-data/e-
documents. We are transitioning to a new database, and currently some documents are on the
old CARA database and some are on the new Laserfiche. Eventually all documents will be
moved to the new database. To search, either type in “4507-TP” in the ID box, and/or
