ATC Associates of North Carolina, P.C. (ATC) has prepared this report to document public
outreach activities at the above referenced site. The work was performed under contract to the
North Carolina Department of Environmental Quality Dry-cleaning Solvent Cleanup Act
Program as authorized in State Lead Authorization for Work #001.
On December 16, 2024, ATC mailed prenotification letters to the property owner and dry-
cleaner operator/DSCA Petitioner. The purpose of the prenotification letters were to give the
recipients advanced notice to public outreach activities as part of site-related work. The
prenotification letters informed the recipients that survey forms and letters would be mailed to
the surrounding public on December 23, 2024, which serve two main purposes: (1) to inform the
public about the ongoing assessment and (2) to gather data on potential water supply wells in the
vicinity. The recipients were also given contact information for the ATC Project Manager and
the DSCA Program Manager, in the event they had questions regarding the mailing, and an
example letter that would be sent to the public.
On December 23, 2024, ATC mailed Dry-Cleaning Solvent Contamination outreach letters to all
owners of off-source properties located within 500 feet of A Cleaner World #701. Each letter
was mailed via United States Postal Service (USPS) and was accompanied by a Water Supply
Well Information Request Form to be filled out and returned to ATC in the provided self-
addressed and stamped envelope. ATC issued 12 letters to property owners in the area inquiring
about 16 total properties. Water Supply Well Information Request Forms were completed and
returned for 11 properties. Based on the responses, no water supply wells were identified.
In addition, ATC mailed Dry-Cleaning Solvent Contamination outreach letters to the
Thomasville City Manager, the Davidson County Health Director, and the Davidson County
Environmental Health Director via USPS on December 23, 2024. All letters included a figure

indicating which property owners in the site vicinity would receive an outreach letter. ATC did
not receive comments from any entity in response to the outreach letters.
A public outreach table with response information is included as Table 1. A public outreach map
indicating property owners that were notified and property owners that responded to the mailing
is included as Figure 1. Copies of the prenotification letters, letters sent to the local government
entities, and an example letter sent to private property owners are included as Appendix A.
