The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility is open to the public Monday through Saturday, 6:30 am to 5:00 pm.
2. Signage was posted at the entrance to the facility showing the name of the site, hours of operation, emergency
contact information, permit number and that hazardous and liquid waste cannot be accepted at the site.
3. The site was secured by gates and fencing to prevent unauthorized access.
4. The roads are of all-weather construction and were being maintained at the time of inspection.
Records Review
5. The permit to operate and operations plan were available for review.

7. Waste screening forms were available for review. The forms showed the final disposition of any unacceptable
waste that was encountered. Waste screenings were being conducted to comply with the requirements of 15A
NCAC 13B .0405(8)(A).
8. Site staff are receiving the eight hours of annual training updates as required by 15A NCAC 13B .0405(a)(7)
and records were available for review.
Operations Inspection of the Transfer Station (3803-TRANSFER)
9. Windblown litter was minimal and well managed at the time of inspection.
10. Spalling was observed on the tipping floor and aggregate was visible. Continue to monitor the floor and if any
rebar becomes exposed, contact the Section, as a repair plan will be necessary.
11. The trench drains at the entrance to the tipping floor and in the loading bay were inspected and found to be
functioning as designed.
12. No unapproved waste was observed on the tipping floor or in the trailer at the time of inspection.
13. All trailers on site appeared to be leak resistant at meet the requirements of 15A NCAC 13B .0105.
14. Fire extinguishers and a yard hydrant are located at the entrance to the tipping floor for the use in case of a fire.
Other Comments
15. The facility collects white goods and scrap metal on a concrete pad located to the south of the scale house, with
white goods containing refrigerants segregated on the south side of the pad. During the May 10, 2024,
inspection, pieces of plastic were observed on the pad. These have since been cleaned up and removed, and the
area is now clean.
16. Tires are collected to the east of the transfer building. No tires were being stored outside of the trailers at the
time of inspection.
