B. Executive Summary
No free product was observed on the on the property during the monitoring property.
During the monitoring period, groundwater samples were collected from six of the eight
monitoring wells and from three neighboring water supply wells. Monitoring well MW-4 has been
covered with gravel and could not be located on the day of the sample event. A building has been
constructed over the location of well MW-3. While the floor of the building appears to be the
former asphalt parking lot, equipment stored in the building prevented CESI personnel from
accessing the well. Groundwater samples from the remaining six wells were collected on January
21, 2021, and submitted to Pace Analytical, Inc. (Pace) for analysis by EPA Method SM6200 B.
The analytical results of water samples from four monitoring wells were reported at concentrations
that exceed the 15A NCAC 2L standard. None of the water sample results were reported at
concentrations greater than the Gross Contamination Level (GCL). Analysis of groundwater
samples collected from the three water supply wells were reported to be below the sample detection
limit.
Based on isoconcentration contour diagrams prepared for dissolved hydrocarbons reported in
groundwater samples collected January 21, 2021, the horizontal and vertical extent of dissolved
petroleum hydrocarbons appear similar to the distribution of dissolved petroleum hydrocarbons
reported in groundwater samples collected May 8, 2020. The data suggests that the dissolved
hydrocarbon plume is stable.

D. Site History and Characterization
Since submittal of the CSA on March 4, 2016, no changes have occurred regarding the ownership
or operation of the Property. The owner and operator information is listed on the cover of this
report and in Table B-2. All of the underground storage tanks at this Property were removed in
December 2013, and no new USTs have been installed. Information regarding the former
underground storage tanks (USTs) is provided on Table B-1. A Street Atlas showing the location
of the Property is provided as Figure 1. The Property location is shown on a portion of a United
States Geological Survey Topographical Quadrangle Map as Figure 2. The location of the former
tanks is shown on a Property Layout as Figure 3.
The tanks of this report were underground. No evidence of aboveground storage tanks were
observed or reported. No spills have been reported for the facility other than the discovery January
17, 2014, of petroleum parameters in soil samples collected from beneath the gasoline USTs, diesel
and kerosene USTs, and the gasoline dispenser piping. The analytical results of soil samples
collected September 8, 2014, from beneath the dispensers were reported to the North Carolina
Department of Environmental Quality (DEQ) in a letter dated January 16, 2015.
The precise source and timing of contamination is not known. All of the USTs were observed for
evidence of corrosion or damage. No significant corrosion or damage was observed. Further
release was prevented by pump out of the USTs prior to their removal from the ground. Removal
of source material (contaminated soil) was initiated immediately following removal of tanks. Field
screening results indicated that the areas of greatest contamination were beneath the northern ends
of the gasoline USTs, the southern end of the kerosene and diesel USTs and the elbow of the
gasoline dispenser lines. No historical UST releases, non -UST releases, or off -site releases have
been reported.
Site Characteristics: The Property consists of one irregular -shaped parcel located at the northwest
quadrant of the intersection of Highway 601 south and Cold Springs Road. The area of the parcel
is approximately 2.67-acres and is improved with a gas station/convenience store/ automobile
service facility. The Property location is shown on a Street Atlas as Figure 1. According to the
Cabarrus County Tax Assessor's GIS website, the Property Parcel Number is 55486177360000.
Site Vicinity Characteristics: The Property vicinity is primarily residential and commercial use
along U.S. Highway 61, with residential and agricultural land use away from the U.S. Highway
601 corridor.

Water Supply: The Property is provided water from the City of Concord. One inactive potable
well was observed on the northern portion of the Property. Adjoining properties are provided
potable water by wells and by municipal water from a main located along Highway 601. CESI
updated water supply information for properties within 1,000 feet of the Property. In April 2020,
survey questionnaires were sent certified mail to properties within 1,000 feet of the Property. For
those properties that refused delivery, CESI conducted a search for wells by reviewing aerial
photographs and by viewing from municipal streets. A summary of the mailings and field
reconnaissance for water supply wells is provided in Table B-5. The information is shown on a
map as Figure 4.
Topography. CESI obtained a copy of the USGS 7.5-minute topographic map, Concord, North
Carolina Quadrangle, dated 1991. A copy of a portion of the topographic map showing the
Property location is provided on Figure 2. The elevation of the Property is approximately 630
feet above mean sea level (msl). Based upon the topographic contours observed on the USGS
topographic contour map, the Property is located on a southwest to northeast trending ridge. The
slope is generally downward toward the east although the extreme western portion of the Property
slopes toward the northwest.
Vegetation: The Property consists of the building footprint, asphalt pavement, two canopies, a
propane AST, and grass turf.
Surface Water: No surface water was observed on the Property. The nearest surface water
indicated on the topographic map is an unnamed stream located approximately 1,000 feet
northwest of the Property.

Wells: One inactive potable well was observed on the northern portion of the Property. The well
head is blocked and groundwater cannot be accessed.
Buildings: The Property is improved with one single -story commercial building. The building
is occupied by a convenience store and two automobile service bays. No other USTs or ASTs
(other than one propane AST) were observed onsite. In 2019, a metal storage building was erected
along the southeast side of the main building. The metal building has no floor and is used to store
automotive parts. The Property Layout is shown as Figure 3.
Surface Cover: The majority of the Property surface is covered by the building, asphalt parking
lot, and turf.
Soil Type: According to the USDA web -based soil survey of Cabarrus County, the surficial Soil
at the Property is composed of Urban Land Complex.

E. Presentation of Current Site Assessment Information
On January 21, 2021, CESI personnel measured the depth to water using a washed interface probe
capable of measuring phase separated liquids as thin as 0.01 feet. No free product was encountered
during the reporting period.
Groundwater samples were collected from three water supply wells on January 21, 2021. The
addresses of the water supply wells are: 5600 Cold Springs Road (Property Number 1 on Figure 5);
5677 Cold Springs Road (Property Number 12 on Figure 5); and, 5726 Old Monroe Circle (Property
Number 28 on Figure 5). The water samples were collected from a hose bib on top of the well or the
nearest hose bib available at the residence. No samples were collected through a hose. The water
was allowed to flow for five minutes prior to collection of a sample directly into the laboratory
supplied sample containers. The water samples were analyzed for volatile organic compounds using
EPA Method SM 6200B. Based on the analytical report, no parameters were reported above the
sample detection limit. A copy of the laboratory report and chain of custody record is provided in

Appendix 2. A summary of water supply well analytical results is provided on Table B-8. CESI
attempted to retrieve a water sample from the onsite water supply well (well 1) but was unable to
lower a bailer because of interference from the downhole pump cable and discharge line. This well
is disconnected from the electrical supply and has reportedly not been used for many years.
The nearest water supply well is located at 5600 Cold Springs Road (Property Number 1 on Figure
5). The owner of the well, Mr. John Plyer, stated that he was adamantly opposed to being connected
to the city water supply which is available along Highway 601. Mr. Plyer's well is approximately
310 feet north and cross -gradient of monitoring well MW-2.
On January 21, 2021, CESI personnel attempted to collect groundwater samples from wells MW-
1 to MW-8. Monitoring well MW-4 could not be located as the owner has spread gravel over this
portion of the parking lot. Monitoring well MW-3 could not be sampled because it was blocked
by automotive repair parts stored in a building constructed in 2019.
The accessible monitoring wells were purged of three casing volumes using a new polyethylene
bailer. A water sample was then collected for laboratory analysis. The water samples were
collected into laboratory supplied sample bottles and immediately placed on ice. The samples
were transported to Pace using Chain -of -Custody protocol. CESI requested that Pace analyze the
water samples for VOCs using EPA Method SM6200B. The results of the groundwater analyses
are summarized on Table B-4. A copy of the laboratory report and chain -of -custody record is
provided in Appendix 3. Analysis of groundwater samples from the monitoring wells revealed
gasoline parameters greater than the North Carolina Administrative Code (NCAC) 15A 2L
standard in wells MW-1 and MW-2. None of the tested parameters exceeded Gross Contaminant
Levels GCLs. The analytical results for benzene and Naphthalene were posted on a Site Layout
and contoured. The resulting isoconcentration contour diagrams for benzene and Naphthalene are
provided as Figure 8 and Figure 9, respectively. Based on a comparison of prior isoconcentration
contour diagrams and those prepared from the January 21, 2021, sampling event, the dissolved
hydrocarbon plume appears to be stable.
According to the Geologic Map of North Carolina 1985, the Property is located in the Piedmont
Physiographic Province. The dominant rocks in this region are composed mainly of
metamorphosed mudstone and argillite of the Cenozoic Era. The rocks are thin to thick bedded,
with bedding planes and angular cleavage common and occur interbedded with metasandstone,
metaconglomerate, and metavolcanic rock. This area is geologically characterized by a thin layer
of red Saprolite over fractured bedrock. Saprolite is defined as soft, earthy, clay -rich, thoroughly
decomposed rock formed in place by chemical weathering of igneous and metamorphic rocks. The
term is applied to any unconsolidated residual material underlying the soil and grading to bedrock
below. Bedrock was not observed at the surface in the vicinity of the Property. Drilling of
monitoring wells encountered a blocky, well consolidated mudstone from approximately 12-feet
below grade to the maximum depth penetrated of 50-feet below grade.
Depth to groundwater: Depth to groundwater measurements at the site revealed depth to water
approximately 18 feet below grade. No free product was encountered. A summary of the water level
data is provided on Table B-9. The piezometric surface contour diagram from data recorded January

21, 2021, is provided as Figure 10. The piezometric surface contour diagram indicates that
groundwater flow is toward the southwest.
No free product has been observed onsite. Based on the groundwater analytical results of samples
collected January 21, 2021, the areal extent of dissolved hydrocarbons appears to be defined. CESI
does not recommend further assessment at this time.
F. Free Product Removal
No free product has been observed at the site.
G. Soil and Groundwater Remediation
No remediation has been implemented at this site during the reporting period. The September 9, 2020
Notice of Regulatory Requirements (NORR) letter from the DEQ has ordered additional excavation
in the area of the borings MW-2 and SB-6. It is CESI's understanding that the DEQ requested
this excavation to remove soil in the vicinity of boring B-6 that was indicated in Table B-3 of the
June 2020 Monitoring Report to be at concentrations greater that the Industrial Use MSCC's.
However, during update of the tables with the new data and the most recent MSCC and
Groundwater Quality Standard (GWQS) published by the DEQ, CESI discovered several
inaccuracies in the table summary. In particular, the soil quality data for boring B-6 was not
converted to milligrams per kilogram from micrograms per kilogram, as reported by the
laboratory. The result presented data in the table that was 1,000 times greater than the actual
analytical result. CESI reviewed all of the data tables for accuracy and to update current MSCC's
and GWQS's. Based on our review of the corrected and updated Table B-3, none of the sample
analytical results for this project have exceeded the Industrial Use MSCC. Four soil samples have
exceeded the Residential Use MSCC. In light of this new information, CESI has not conducted
excavation in the area of SB-6 and MW-2.
H. Conclusions and Recommendations
None of the tested parameters were reported at concentrations exceeding GCLs. Interview with
the nearest water well owner, Mr. John Plyer of 5600 Cold Springs Road on May 8, 2020, and
interview with the second nearest water supply well owner located at 5651 Cold Springs Road on
January 21, 2018, stated that they did not want to connect to municipal water.
CESI recommends preparation of a full-scale CAP designed to reduce dissolved groundwater
concentrations to below the 2L standard.

The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO)
received the June 10, 2020 Monitoring Reports on June 11, 2020. The report recommending additional
assessment prior to conducting additional remedial actions. was reviewed and approved on June 24, 2020.
The electronic copy has been loaded to the DWM's electronic document storage system (Laserfiche).
The report states:
• On May 8, 2020, CESI personnel attempted to collect groundwater samples from wells MW-1 to
MW-8. Monitoring well MW-4 could not be located as the owner has spread gravel over this
portion of the parking lot. Monitoring well MW-3 could not be sampled because it was blocked
by automotive repair parts stored in a building constructed in 2019. Groundwater samples were
collected from six of the eight monitoring wells and from three neighboring water supply wells.
• Analysis of groundwater samples from the monitoring wells revealed gasoline parameters greater
than the North Carolina Administrative Code (NCAC) 15A 2L standard in wells MW-1, MW-2,
MW-7, MW-8. None of the tested parameters exceeded Gross Contaminant Levels GCLs.

• Based on a comparison of prior benzene and MTBE isoconcentration contour diagrams and those
prepared from the May 8, 2020, sampling event, the dissolved hydrocarbon plume appears to be
stable. However, concentrations increased in several wells indicating that rebound from adsorbed
hydrocarbons is occurring.
• Based on the groundwater analytical results of samples collected May 8, 2020, the areal extent of
dissolved hydrocarbons appears to be defined except to the south for benzene.
• Depth to groundwater measurements at the site are approximately 18 feet below grade.
• No free product has been observed at the site.
• One inactive potable well was observed on the northern portion of the Property. The well head
was blocked and groundwater could not be accessed. The Property is provided water from the
City of Concord.
• An interview with the well owner for 5600 Cold Springs Road on May 8, 2020, and an interview
with the second nearest water supply well owner located at 5651 Cold Springs Road on January
21, 2018, stated that they did not want to connect to municipal water.
• The nearest surface water indicated on the topographic map is an unnamed stream located
approximately 1,000 feet northwest of the Property.
• Soil contaminant concentrations above industrial/commercial Maximum Soil Contaminant
Concentrations remain in the vicinity of MW-2/SB-6
Per this Notice of Regulatory Requirements:
• The next sampling event shall be conducted near the end of November 2020. The Monitoring
Monitoring Report for the November 2020 sampling event is due no later than December 31,
2020.
• Soil excavation shall be conducted in the MW-2/SB-6 to remove contamination above
industrial/commercial Maximum Soil Contaminant Concentrations.
Please note that sampling and correction action must be conducted in accordance with the
Guidelines for Assessment and Corrective Action for UST Releases. Failure to comply in the manner and
time specified may result in the assessment of civil penalties and/or the use of the other enforcement
mechanisms.
