PURPOSE OF SITE VISIT: Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. This facility has a Life of Site Permit that was issued December 21, 2023. Facility is required to submit an annual facility report on or before August 1 annually. 2. This facility is permitted to receive Municipal Solid Waste as defined in NCGS 130A — 290 (a)(18a). 3. This facility is secured by fences with locking gates. 4. Signs are posted on the fence before the scales with the required information. 5. The permit, operations plan, and waste screenings were readily available; however, were not reviewed during this inspection. 6. The facility has certified personnel on -sire during the hours the site is open to the public. The certified personnel on -site are: Ricky Knight, Certified Transfer Station Operations Specialist, TS-202304, exp. 5/10/2026 Jacob Parker, Certified Transfer Station Operations Specialist, TS-2014033, exp. 5/9/2026 David Styles, Certified Transfer Station Operations Specialist, TS-2008091, exp. 12/5/2026 7. The interior roadways are made of all-weather construction and well maintained. A street sweeper is utilized throughout the week to clean the interior roadways. 8. The condition of the tipping floor is consistent with daily operations. 9. Windblown waste was observed adjacent to the transfer trailer loading bay and within the transfer trailer staging area. Windblown waste was actively being picked up during this inspection. Mr. Parker sent Ms. Thompson photographs of the windblown waste having been removed from the transfer trailer loading bay and transfer trailer staging area prior to the end of the operating day. The facility has purchased a large blower that will also assist in the removal of the windblown waste. Continue to ensure that the windblown waste has been removed from the facility prior to the end of the operating day. 10. Two sections of the metal sheeting have been damaged and removed from the southern end of the transfer station. The removal of the sheeting has exposed waste between the exterior wall and the plywood deflector panels and damaged I -beams. Mr. Parker stated that the repair and reconfiguration of the transfer station is scheduled to start this summer. 11. The facility has also hired additional staff and equipment to assist in the functioning of the facility. Some of the additional equipment will be utilized at the old transfer station during the repair and reconfiguration of the current transfer station. 12.
