Box 849 Nashville, NC 27856 PARTICIPANTS: Amanda Thompson, NCDEQ Solid Waste John Frazier, Nash County Solid Waste STATUS OF PERMIT: Date of Last Inspection: November 7, 2024 6401-MSWLF-1983 (Closed): The MSWLF ceased accepting waste during the summer of 1998, closure was documented in a CQAR prepared by GEI Consultants and dated December 1998. 6401-CDLF-1999 (Closed): Locate on top of the closed MSWLF landfill (6401-MSWLF-1983), construction and demolition waste was accepted until 2000, final closure was documented in a CQAR prepared by GEI Consultants and dated March 2000. 6403-CDFL-2000: Permit to Construct Phases 6-9 and Permit to Operate Phases 1-5 was issued August 31, 2021. The Life of Site Permit will expire January 27, 2060. PURPOSE OF SITE VISIT: Partial Compliance Inspection STATUS OF PAST NOTED AND OBSERVED VIOLATIONS None. OBSERVED VIOLATIONS None. Page 1 of 4 NORTH CARnLINAD_E Q�� OepaNnent W Environnnnbl puel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 1. The facility is secured by a locked gate, fencing, forested land, and natural terrain when not open for operation. 2. The correct signage is at the entrance to the facility, listing the facility name, permit number, and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday through Friday 0800 through 1630. 4. The permit, operations plan, waste screening logs, tire disposal records, metal recyclable records, and cover logs were available but not reviewed during this inspection. The previous inspection report identified 3 personnel whose training certificates will expire in May 2025. Please ensure that staff receive updated training. 6401-MSWLF-1983 5. Edge of waste (EOW) markers were visible from one to the next. 6. No overgrown or woody vegetation was observed on the closed MSWLF. Mr. Frazier stated that the woody vegetation observed in the rip -rap drainage areas, located outside of the EOW, was less than 4 inches in size. Equipment with a forestry head would be used to grind down and remove the woody vegetation from the rip -rap. Continue to mow and maintain the slopes to allow for proper inspection. 7. No new areas of ATV tracks were observed up the side slopes of 640 1 -MSWLF- 1983. Numerous No Trespassing signs have been posted in areas utilized for unauthorized access. 6401-CDLF-1999 8. No overgrown or woody vegetation was observed on the inactive CDLF. Continue to mow and maintain the slopes to allow for proper inspection. 9. Some ruts were observed in the access road to the top of the inactive CDLF. The access road was being utilized by contractors during the construction Phase 6 expansion of the CDLF for a survey base and as an elevated inspection point. Mr. Frazier stated that gravel would be added to the access roadway so that the cap of the inactive CDLF would not be damaged. 10. Mr. Frazier stated that the drainage ditches around the inactive CDLF would be cleaned and repaired as part of the construction of the Phase 6 expansion. A portion of the drainage from the inactive CDLF would be diverted to the sediment basin for the Phase 6 expansion. 6403-CDLF-2000 11. Vegetation has been established over the active portion of the CDLF. Mr. Frazier stated that erosion rills are repaired as needed. Continue to monitor and repair the side slopes as needed. 12. No unacceptable wastes were observed within the waste stream. 13. The working face was small and compact. The facility is still utilizing an outside contractor to haul cover soil to the working face. Mr. Frazier stated that the cover logs are maintained by the operator who pushes the cover soil over the waste. Continue to ensure that the working face is covered at a minimum of once per week. 14. No overgrown vegetation was observed along the slopes of the sediment basin. Continue to monitor the sediment basin for cleaning and repair as needed. 15. Orange construction fencing and t-posts have been installed downwind from the working face to assist in the collection of windblown waste. The installation of the fencing has reduced the number of man hours required to pick up the windblown waste. Mr. Frazier stated that the fencing would be moved as needed to meet the needs of the facility. 16. Mr. Frazier stated that the drainage around the active CDLF would be reworked during the construction of the Phase 6 expansion. Phase 6 Expansion 17. The facility is in the process of constructing Cells 8 and 9 of the CDLF. 18. The excavation and dewatering of Cell 8 was occurring during this inspection. Mr. Frazier stated that the water was the result of the recent heavy rains. The excavated area was dry prior to the rain. 19. The metal recyclable stockpile was small and of manageable size during the inspection. Continue to manage the metal recyclables in accordance with the operations plan. 20. The tires have been laced within trailers for transport to Central Carolina Tire. The facility only accepts tires on Tuesdays and Thursdays. During the collection days, an employee monitors the tire area to ensure that the tires are properly laced in the trailer. 10. Digital photographs were taken during the inspection.
