On behalf of BFI Waste Systems of North Carolina, LLC (Client), Geosyntec
Consultants of NC, P.C. (Geosyntec) has prepared this Receptor Survey memorandum for the
North Carolina Department of Environmental Quality (NCDEQ) Solid Waste Section. This
memorandum documents the receptor survey performed at the Charlotte Motor Speedway
Landfill (Site) located at 5105A Morehead Road, Concord, North Carolina in response to
the NCDEQ Notice of Regulatory Requirements (NORR) for Contaminant Assessment and
Cleanup letter, dated 21 November 2024 (21 November 2024 Letter). The 21 November 2024
Letter requested that the Client conduct a receptor survey within 1,500 feet (ft) of the Site
property boundary and submit the results including an inventory table and figure of
identifiable public and private drinking water wells, irrigation wells, springs, and surface
waters (streams, ponds, lakes, and public water supply surface waters and intake locations
that are used as sources of potable water).
The desktop portion of the receptor survey was conducted by searching federal, state, and county
databases to gather available data. Data on surface water, groundwater, and springs were obtained
from the United States Geological Survey (USGS) National Water Information System'
and National Hydrography Dataset2. Data on surface water sources was obtained from the
NCDEQ North Carolina (NC) Surface Water Classifications database', while information on
water supply watersheds was sourced from the NCDEQ NC Water Supply Watershed

database 4. The NCDEQ Division of Water Resources (DWR) Map Locators was utilized to locate
and document various water bodies, and data on wetlands was gathered from the DWR NC Public
Wetlands database'. Information on groundwater sources was obtained from the DWR
Groundwater Resources Branch Map Interface, and the State of NC's OneMapB was used to
identify public water supply sources. Parcel and utility information were retrieved from the
Cabarrus County NC GIS mapper9.
During the desktop evaluation, Geosyntec identified two (2) Class C streams, nine (9) unnamed
streams that were not classified, and six (6) unnamed ponds that were not classified within the
1,500-ft designated search radius. No public or private drinking water wells, irrigation wells,
springs, public water supply surface waters, or intake locations were identified within the 1,500-ft
designated search radius during the desktop evaluation. Surface waters identified within the 1,500-
ft designated search radius of the Site are summarized in Table 1 and displayed in Figure 1.
The Site has seven streams and one pond within the Site boundary related to stormwater. Rocky
River (Class C which is protected for aquatic life and secondary contact recreation but not as a
drinking water source) runs along the western portion of the Site and along the southern Site
boundary while six unnamed and unclassified streams are located throughout the Site. One
unnamed pond (a sediment basin) is located within the northwestern portion of the Site.
A field groundwater and surface water receptor survey was conducted on 12 December 2024 by
Geosyntec to identify potential water supply wells or surface water supply intakes. The field survey
was conducted by driving on accessible roads within a 1,500-foot radius of the Site. Field staff
identified ten (10) potential well heads/well houses within the search radius. Eight potential
groundwater wells were observed to the northeast, one was observed to the southeast, and one was
observed to the southwest of the Site. The location of the potential well heads/well houses are
shown on Figure 1 and available information is summarized in Table 2. Representative
example photos of features identified as potential wells are included in an attached
photographic log.

According to the August 2024 Groundwater Statistical Analysis Report — First Semi -Annual 2024
Sampling Event by Jett Environmental, groundwater is projected to flow southwest and therefore
away from the majority of the potential groundwater wells. There is one potential groundwater
well to the southwest of the Site, however, Rocky River likely acts as a groundwater divide
between the Site and the possible well.
In summary, based on desktop and field evaluations, seventeen (17) various surface waters and ten
(10) potential groundwater wells were identified within the designated 1,500-foot search radius.
The Site is unlikely to pose a threat to potable water sources due to the projected groundwater flow
direction away from the majority of potential groundwater wells, the Rocky River likely acts as a
groundwater divide, and that the identified surface waters are not used for drinking water.
