Re: Sensitive Receptor Survey – Wake Reclamation Landfill  2600 Brown Field Rd, Raleigh, NC 27610   Parcel ID: 1741639103    Dear Mr. Wuester,    The Wake Reclamation Landfill (the Site or Facility), which is owned and operated by Wake  Reclamation, LLC, is located at 2600 Brown Field Rd, Raleigh, Wake County, North Carolina  27610. The property consists of one (1) parcel identified as Parcel ID 1741639103. In total, the  parcel comprises approximately 210 acres utilized as a construction and demolition (C&D)  landfill. Properties that surround the Site are a mix of agricultural and residential use. The  northern portion of the facility was previously used by the City of Raleigh for land application of  wastewater sludge for approximately 11 years. Six biosolids application fields (i.e., 100, 101,  102, 522, 523, and 524) were located within the permitted boundary of the facility prior to  construction of the landfill in 2002. The City of Raleigh currently applies biosolids generated at  the Neuse River Resource Recovery Facility to city‐owned and privately‐owned agricultural  fields northeast, east, and southeast of the landfill property.    ONE Environmental Group of Carolina, PLLC (ONE) was contracted to complete a Sensitive  Receptor Survey (SRS) as an initial response to the November 22, 2024, Notice of Regulatory  Requirements (NORR). The SRS was conducted within a 1,500‐foot radius of the boundary of the  Site to determine the presence and location of sensitive receptors which include potable wells,  springs, surface water bodies, wetland features, and surface water intakes in general  accordance with the North Carolina (NC) Department of Environmental Quality (DEQ) Solid  Waste Sec on Guidelines For Correc ve Ac on At Solid Waste Management Facili es (February  2017). The landfill boundary is depicted on Figure 1.     Summary of Sensi ve Receptor Survey  ONE contracted Environmental Risk Informa on Services (ERIS) to generate a Physical Se ng  Report (PSR) for the Site (A achment 1). The ERIS PSR provides comprehensive informa on  about the physical se ng surrounding the Site and includes a complete overview of topography  and surface topology, in addi on to hydrologic, geologic, and soil characteris cs. The loca on  and detailed a ributes of oil and gas wells, water wells, public water systems, and radon are  also included.    ONE Environmental Group of Carolina, PLLC www.oneenv.com    Addi onally, ONE searched publicly available databases for potable water wells and public  water systems that may not have been included in the ERIS PSR, including but not limited to,  databases available from Wake County, the North Carolina Department of Environmental  Quality (NCDEQ), and North Carolina OneMap (NC OneMap). ONE also u lized the NCDEQ  Source Water Assessment Program (SWAP) mapping tool to iden fy and locate surface water  intakes that may be present within the 1,500‐foot search radius of the Facility.    Following receipt of the ERIS PSR and search of available databases, ONE conducted a  windshield survey of the land and proper es within the 1,500‐foot radius of the Property. The  survey was completed from within the vehicle on public roadways to observe evidence and  confirm the presence/absence of potable wells, availability of public water systems (e.g., fire  hydrants and water meters), and other sensi ve receptors. ONE personnel did not make  contact with property owners or occupants during the windshield survey.    Environmental Summary  The ERIS PSG provided informa on pertaining to environmental receptors surrounding the Site.  According to the ERIS PSG, the Facility is located at an eleva on of 249.71 feet above mean sea  level (AMSL) and a general slope to the west‐southwest.     Wetland maps were generated from the US Fish and Wildlife databases. A freshwater  forested/shrub wetland is located north and southeast of the Site; however, the area is not  within the bounds of the 1,500‐foot search radius. The freshwater forested/shrub wetland is  depicted on the ERIS PSR (A achment 1).     Human Receptors  Mul ple federal, state, and local sources were researched by ERIS and ONE to determine  poten al human receptors near the property. The ERIS PSR included a search of the following  federal and state sources:     Public Water Systems Viola ons and Enforcement Data   Safe Water Drinking Water Informa on System (SDWIS)   United States Geological Survey (USGS) Na onal Water Informa on System (NWIS)   Wells from the NWIS   Oil and Gas Wells from FracTracker Alliance   Public Water Supply sources from the NCDEQ Division of Environmental Health, Public  Water Supply Sec on   Underground Injec on Control Wells from the North Carolina Department of  Environment and Natural Resources (NCDENR)   Water Distribu on Wells from the North Carolina Rural Economic Development Center  (NCREDC) in conjunc on with Hobbs, Upchurch & Associates.     ONE Environmental Group of Carolina, PLLC www.oneenv.com    ONE searched the following online state and local data sources to determine the loca on of  potable water wells, surface water intakes, and other source waters:     Wake County Environmental Services Groundwater Protec on and Wells Sec on   Wake County GIS   NCDEQ Division of Water Resources   North Carolina OneMap (NC OneMap)   NCDEQ Source Water Assessment Program (SWAP)   NC Center for Geographic Informa on & Analysis (CGIA).    Potable wells are permi ed by the Wake County Environmental Services, Groundwater  Protec on and Wells Sec on. Potable wells that have been permi ed by the County are  included in the Wake County GIS database, which ONE u lized to iden fy potable wells within  the 1,500‐foot search radius.  A windshield survey was conducted to iden fy wells that may not  be included in the Wake County GIS database (i.e., unpermi ed) and confirm the presence of  wells permi es where receptors were iden fied, parcel iden fica on, ownership, and use  informa on were further researched by ONE and tabulated in Table 1 and depicted on Figure 1.  Nine (9) potable wells were mapped by Wake County GIS for a total of nine (9) potable well  receptors. No addi onal potable wells were iden fied during the windshield survey.     Shallow groundwater at the Wake Reclamation Landfill generally flows to the northwest based  on publicly available groundwater contour maps. Of the nine (9) potable well receptors  iden fied, three (3) are located upgradient and six (6) are located downgradient of the facility.  Shallow groundwater flow can be influenced by various factors including surface water  interac ons, geologic forma ons, and aquifer pumping. It should also be noted that all nine (9)  of the potable wells located downgradient of the facility are located beyond an unnamed creek  that flows along the facility’s boundary, which may act as a groundwater divide in the area.     Addi onally, four (4) USGS monitoring points were iden fied in the ERIS PSG Report. Two (2)  USGS monitoring points were iden fied within the Facility boundary; however, the points are  listed as inac ve and were not located during field reconnaissance. The remaining two (2) USGS  monitoring points are located outside of the Facility’s boundary are and classified as monitoring  wells. USGS monitoring points are used to evaluate aquifer depth and water quality and are  therefore not potable receptors.     Summary  The area surrounding the Wake Reclama on Landfill is comprised of a mix of agricultural and  residential use. Municipal water is generally not available throughout the search radius  however fire hydrants were observed at majority intersec ons along Ba le Bridge Road to the  north. A total of eleven (11) receptors including nine (9) potable water wells and two (2) USGS  monitoring points (non‐potable receptors) were iden fied during this SRS.    Sincerely,
