Dear Mr. Sowers,

On September 11, 2024, Autumn Romanski representing the State of North Carolina, Division of Waste
Management Solid Waste Section (Section) inspected the above referenced facility. At the time of the inspection,
Section staff observed that LCID was not being maintained per the conditions of the LCID permit, Namely, the
following was outlined in an NOV letter dated September 18, 2024, for completion by the facility: 1) Densely compact the waste, cover, and slope shall not exceed a ratio of three horizontal to one vertical at any time and
restrict the waste to the permitted area. 2) Adequate soil to cover the waste must be applied to all areas of
exposed waste. 3) Construct and maintain an accessible all-weather construction access road along the edge(s)
of the 33 F LCID.

A follow-up inspection on November 14, 2024, determined that the LCID is now properly covered, compacted,
and sloped. Some grass seeding was in progress, and some areas were already well vegetated. Soil was available
onsite for cover. The all-weather access road has been constructed around the LCID as required.
This letter serves to confirm that the requirements of the Notice of Violation dated September 18, 2024, have
been satisfied and the violation(s) have been corrected. Thank you for your cooperation in this matter. If you
