(ATC) has prepared this report to document public outreach activities at the above referenced site. The work was performed under contract to the North Carolina Department of Environmental Quality Dry-cleaning Solvent Cleanup Act Program as authorized in State Lead Authorization for Work #001. On August 1, 2024, ATC mailed a prenotification letter to the source property owner/DSCA Petitioner. The purpose of the prenotification letter was to give the recipient advanced notice to public outreach activities as part of site-related work. The prenotification letter informed the recipient that survey forms and letters would be mailed to the surrounding public on August 8, 2024, which serve two main purposes: (1) to inform the public about the ongoing assessment and (2) to gather data on potential water supply wells in the vicinity. The recipient was also given contact information for the ATC Project Manager and the DSCA Program Manager, in the event the owner had questions regarding the mailing, and an example letter that would be sent to the public. On August 8, 2024, ATC mailed Dry-Cleaning Solvent Contamination outreach letters to all owners of properties located within 500 feet of the former Zip Zap Cleaners. Each letter was mailed via United States Postal Service (USPS) and was accompanied by a Water Supply Well Information Request Form to be filled out and returned to ATC in the provided self-addressed and stamped envelope. ATC issued 68 letters to property owners in the area inquiring about 90 total properties. Water Supply Well Information Request Forms were completed and returned for 37 properties. Three letters were returned to ATC as undeliverable. Based on the responses, one inactive water supply well was identified approximately 450 feet to the northeast, which is presumed to be downgradient. Public Outreach Letter Report November 18, 2024 Zip Zap Cleaners, DSCA Site DC200001 Page 2 NCDEQ DSCA Program In addition, ATC mailed Dry-Cleaning Solvent Contamination outreach letters to the Murphy City Manager, the Cherokee County Health Director, and the Cherokee County Environmental Health Supervisor via USPS on August 8, 2024. All letters included a figure indicating which property owners in the site vicinity would receive an outreach letter. ATC did not receive comments from any entity in response to the outreach letters. A public outreach table with response information is included as Table 1. Water supply well survey data is included as Table 2. A public outreach map indicating property owners that were notified, property owners that responded to the mailing, and letters that were undeliverable is included as Figure 1. A water supply well location map is included as Figure 2. Copies of the prenotification letter that was sent to the source property owner, letters sent to the local government entities, and an example letter sent to private property owners are included as Appendix A.
