Sampling and analytical testing was performed by Pace Analytical Services, LLC. The statistical analysis software package utilized, SanitasTM, follows a documented decision logic that incorporates the following applicable document: USEPA “Statistical Analysis of Groundwater Monitoring Data at RCRA Facilities, Unified Guidance” (March 2009). 2.0 SITE BACKGROUND AND MONITORING NETWORK The Montgomery County Landfill is a closed municipal solid waste facility. Per the site’s Permit (No. 62-01) and in compliance with North Carolina Department of Environmental Quality (DEQ) Solid Waste Management Regulations, Section .1600 “Requirements for Municipal Solid Waste Landfill Facilities,” Jett Environmental Consulting statistically evaluated parameters from the Second Semi-Annual 2024 event using intra-well prediction interval analysis. Prediction intervals are considered a powerful tool for groundwater statistical analysis, when feasible, due to their inherent low false negative and false positive rates utilizing confirmatory resampling, if necessary. Groundwater monitoring was initiated in January 1994. The historical statistical database is complete dating back to at least January 2007. Background is defined as samples collected from each respective well from January 2007 through the July 2014 event. Background data will be reviewed and updated as needed. The parameters subject to statistical evaluation during detection monitoring are noted in DEQ Section .1633 as constituents listed in Appendix I of 40 CFR Part 258 “Appendix I Constituents for Detection Monitoring”. Table 1 lists the site’s groundwater monitoring wells. Each of the wells were sampled during the Second Semi-Annual 2024 event. In addition to the groundwater monitoring, the site has a surface water monitoring network consisting of one upstream surface water sampling point (SW-1) and one downstream point (SW-2). These points are sampled semi-annually for the 40 CFR Part 258 Appendix I list in conjunction with the groundwater monitoring wells. During the Second Semi-Annual 2024 event, surface water monitoring points SW-1 and SW-2 were dry and unable to be sampled. In addition, in a May 29, 2018 memorandum, DEQ requested groundwater and surface water samples collected at landfills after July 1, 2018 be analyzed for 1,4-dioxane. Based on the results of statistical evaluations of the groundwater monitoring data, an Alternate Source Demonstration (ASD) was submitted to the DEQ in February 1997 in response to confirmed statistically significant detections of mercury and 1,1-dichloroethane at monitoring well MW-4. The ASD attributed the low mercury concentrations detected at MW-4 to natural variability in the geologic medium at the facility, and the 1,1-dichloroethane concentrations reported at MW-4 to sampling and/or analysis error. The ASD was approved by DEQ in a letter dated May 22, 1997. A second ASD was submitted to DEQ on January 30, 2003, in response to detections of benzene and trichloroethene at MW-2 during the October 2002 event. In a letter dated February 13, 2003 DEQ requested that an Assessment Monitoring Program be implemented at the Montgomery County Landfill. Assessment Monitoring, as outlined in NCAC Title 15A 13B.1634, was implemented on March 19, 2003. Laboratory analytical results from the initial Appendix II sampling event indicated that there were no new Appendix II detections for the facility. In general, the detected organic constituents and concentrations were consistent with a landfill gas source. In response to comments from DEQ concerning the January 30, 2003 ASD, an addendum to the January 2003 ASD was submitted to DEQ in August 2003. Based on analysis of water quality, leachate indicator parameters, and isotopic analyses, the addendum concluded that the volatile organic compounds (VOCs) detected in the uppermost aquifer beneath the facility did not appear to have originated from a leachate Groundwater Statistical Analysis Report Montgomery County Landfill, North Carolina 2 release at the closed landfill. In a letter dated October 25, 2006 from DEQ, the ASD and addendum were not approved since recent detected organic constituents were different from those prior to the ASD. A third ASD was submitted on December 5, 2007 to address the detections of the following VOCs: benzene; 1,4-dichlorobenzene; chlorobenzene; 1,2-dichlorobenzene; 1,1-dichloroethane; cis-1,2-dichloroethene; methylene chloride; tetrachloroethene; toluene; trichloroethene; and vinyl chloride, in background well MW-1R and downgradient wells MW-2 and MW-4. The ASD, which attributed the VOC detections to landfill gas-to-groundwater impacts, was approved by DEQ on January 28, 2008, and permitted the facility to revert to the Detection Monitoring Program. 3.0 SITE HYDROGEOLOGY The following site hydrogeology summary was taken from the Second Semi-Annual Water Quality Monitoring Report of 2012, dated September 2012 by Joyce Engineering. The uppermost groundwater beneath the facility is present in a shallow, unconfined aquifer comprised of partially weathered, fractured, meta-volcanic rock. Groundwater occurs at depths of approximately 40 feet below grade along the northern upgradient side of the waste disposal area, and at a depth of less than 10 feet below grade along the perimeter downgradient boundary. The groundwater flow in the uppermost aquifer beneath the site is towards the southwest, with the flow appearing to converge on the southerly flowing tributary of Rocky Creek located west of the waste areas. Appendix A provides a potentiometric surface map for the site utilizing groundwater level data from the Second Semi-Annual 2024 event. Groundwater flow direction for the Second Semi-Annual 2024 event was to the southwest, consistent with past events. Groundwater flow rate for the Second Semi-Annual 2024 event was estimated at 38 feet/year, consistent with past events. Flow rate calculations are available in Appendix A. 4.0 DATA EVALUATION The analytical results for the Second Semi-Annual 2024 event for the groundwater and surface water samples are summarized on Table 2 and Table 3, respectively. As presented in Table 2, eight Appendix I inorganic constituents were detected in groundwater samples at quantified concentrations above the laboratory quantitation limit (PQL):  Arsenic: MW-1R;  Barium: MW-1R, MW-2, and MW-4;  Beryllium: MW-2;  Chromium: MW-2  Cobalt: MW-3 and MW-4;  Copper: MW-3;  Lead: MW-2; and,  Zinc: MW-2 and MW-4. During the Second Semi-Annual 2024 event, a dissolved arsenic sample was collected (i.e., field filtered prior to containerization) at MW-1R and the result was below the arsenic PQL. Additionally, the field turbidity value at MW-2 was 715.2 NTU at the time of sample collection. Elevated turbidity levels can result in increased concentrations of inorganics that are sorbed or partitioned on colloids in groundwater. Three Appendix I VOCs were detected at low-level quantified concentrations during the Second Semi- Annual 2024 event: 1,4-dichlorobenzene (3.1 ug/L), benzene (1.2 ug/L), and chlorobenzene (3.5 ug/L) at MW-4 (see Table 2). The VOCs detected were generally consistent with historical data and likely related to landfill gas, as presented in the ASD approved by DEQ on January 28, 2008. Groundwater Statistical Analysis Report Montgomery County Landfill, North Carolina 3 As shown on Table 2, one Appendix I organic detection was detected at quantifiable concentration above a 2L Standard: benzene at MW-4. As shown on Table 2, 1,4-dioxane at MW-2 (11.2 ug/L) and MW-4 (23.8 ug/L) were detected above the 2L Standard (3 ug/L). 1,4-Dioxane does not have an established National Primary Drinking Water Standard- Maximum Contaminant Level (MCL). Consistent with past events, five Appendix I inorganic results (arsenic at MW-1R; barium at MW-4; chromium at MW-2, and cobalt at MW-3 and MW-4) were detected above the 2L Standard during the Second Semi-Annual 2024 event. As previously noted, surface water monitoring points SW-1 and SW-2 were dry and unable to be sampled during the Second Semi-Annual 2024 event. 5.0 STATISTICAL PROCEDURES As noted in Section 4.0, of the quantifiable detections during the Second Semi-Annual 2024 event, arsenic at MW-1R, barium at MW-4, chromium at MW-2, and cobalt at MW-3 and MW-4 were detected above the 2L Standards. Statistical analyses (i.e., intra-well prediction limits) were performed to establish background concentrations and determine if arsenic at MW-1R, barium at MW-4, chromium at MW-2, and cobalt at MW- 3 and MW-4 exhibited statistically significant results above background. 5.1 Outlier Analysis The background data were evaluated for the presence of statistical outliers. Methodologies for determining a statistical outlier are defined in the USEPA Unified Guidance. Any statistical outliers that were determined were removed from the background data set prior to performing prediction interval statistical analysis. According to the Unified Guidance, data that are not normally or log-normally distributed are not recommended for evaluation of outliers. In cases where the data were not normally or log-normally distributed, outliers were not removed from the data set. Background outliers flagged for removal are identified on the statistical plots provided in Appendix B. 5.2 Intra-Well Prediction Intervals The prediction interval is a statistical method used to compare a single observation to a group of observations. The prediction interval is calculated to include observations from the same population with a specified confidence. In groundwater monitoring, a prediction interval approach may be used to make comparisons between background and compliance data. The interval is developed to contain all future observations, within a certain probability. For the site, intra-well prediction intervals have been developed based on a 99% confidence that future observations will fall within the range. If any future observation exceeds the prediction interval, this is considered statistically significant evidence that the observation is not representative of the background group. During parametric prediction interval analysis, the mean and the standard deviation are calculated for the raw or transformed background data. The number of comparison observations, K, is defined to be included in the interval. If less than 15% of the background observations are nondetects, the nondetects are replaced with one half of the reporting limit prior to performing the analysis. If more than 15% but less than 50% of the background data are below the reporting limit, the data’s sample mean and standard deviation are adjusted according to the Kaplan-Meier method. However, when the background data are not transformed- normal or contain greater than 50% observations below the reporting limit, SanitasTM automatically constructs a non-parametric prediction interval. During non-parametric analysis, the highest value from the background data is used to set the upper limit of the prediction interval. Summary tables and graphs for the intra-well prediction interval analysis are available in Appendix B. The statistical results are discussed in Section 5.3. Groundwater Statistical Analysis Report Montgomery County Landfill, North Carolina 4 Included in Appendix B are time series plots for each of the inorganic constituents and organic detections. Appendix C contains a copy of the laboratory analytical report and field sampling forms for the Second Semi-Annual 2024 event. 5.3 Statistical Results Summary For the Second Semi-Annual 2024 event, three inorganic statistically significant results above background were exhibited for the groundwater monitoring wells: arsenic at MW-1R, barium at MW-4, and chromium at MW-2. Cobalt at MW-3 and MW-4 did not exhibit statistically significant increases above background. The Second Semi-Annual 2024 arsenic concentration at upgradient well MW-1R (10.7 ug/L) was slightly above: the statistical limit (10 ug/L), the 2L Standard (10 ug/L), and the MCL (10 ug/L). As shown on the time series graph and Mann-Kendall trend test graph (see Appendix B), arsenic concentrations at MW-1R exhibit a statistically significant upward trend since the initial detection in January 2015. The Second Semi-Annual 2024 barium concentration at downgradient well MW-4 (1,270 ug/L) was above the statistical limit (950 ug/L) and above the 2L Standard (700 ug/L); however, was below the MCL (2,000 ug/L). As shown on the time series graph and Mann-Kendall trend test graph (see Appendix B), barium concentrations at MW-4 exhibit a statistically significant upward trend. The Second Semi-Annual 2024 chromium concentration at downgradient well MW-2 (53.8 ug/L) was above the statistical limit (10 ug/L) and the 2L Standard (10 ug/L); however, was below the MCL (100 ug/L). As shown on the time series graph and Mann-Kendall trend test graph (see Appendix B), chromium concentrations at MW-2 did not exhibit a statistically significant upward trend. 6.0 CONCLUSIONS During the Second Semi-Annual 2024 event, arsenic at MW-1R, barium at MW-4, chromium at MW-2, and cobalt at MW-3 and MW-4 were detected above the 2L Standard. Statistical analyses (i.e., intra-well prediction limits) were performed to determine if arsenic at MW-1R, barium at MW-4, chromium at MW-2, and cobalt at MW-3 and MW-4 exhibited statistically significant results above background. For the Second Semi-Annual 2024 event, three inorganic statistically significant results above background were exhibited for the groundwater monitoring wells: arsenic at MW-1R, barium at MW-4, and chromium at MW-2. Cobalt at MW-3 and MW-4 did not exhibit statistically significant increases above background. The Second Semi-Annual 2024 arsenic concentration at upgradient well MW-1R (10.7 ug/L) was slightly above: the statistical limit (10 ug/L), the 2L Standard (10 ug/L), and the MCL (10 ug/L). However, the total arsenic concentration at MW-1R decreased considerably since the previous event and the dissolved arsenic result at MW-1R was below the PQL. The Second Semi-Annual 2024 barium concentration at downgradient well MW-4 (1,270 ug/L) was above the statistical limit (950 ug/L) and above the 2L Standard (700 ug/L); however, was below the MCL (2,000 ug/L). The Second Semi-Annual 2024 chromium concentration at downgradient well MW-2 (53.8 ug/L) was above the statistical limit (10 ug/L) and the 2L Standard (10 ug/L); however, was below the MCL (100 ug/L). Per the May 29, 2018 DEQ memorandum noted above, the Second Semi-Annual 2024 event was the thirteenth semi-annual event 1,4-dioxane has been sampled at the site. Due to confirmed detections, the site will continue to sample for 1,4-dioxane at this time. Surface water monitoring points SW-1 and SW-2 were dry and unable to be sampled during the Second Semi-Annual 2024 event.
