Box 849 Nashville, NC 27856 PARTICIPANTS: Amanda Thompson, NCDEQ Solid Waste John Frazier, Nash County Solid Waste Date of Last Inspection: August 6, 2024 STATUS OF PERMIT: 640 1 -MSWLF- 1983 (Closed): The MSWLF ceased accepting waste during the summer of 1998, closure was documented in a CQAR prepared by GEI Consultants and dated December 1998. 6401-CDLF-1999 (Closed): Locate on top of the closed MSWLF landfill (6401-MSWLF-1983), construction and demolition waste was accepted until 2000, final closure was documented in a CQAR prepared by GEI Consultants and dated March 2000. 6403-CDFL-2000: Permit to Construct Phases 6-9 and Permit to Operate Phases 1-5 was issued August 31, 2021. PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED AND OBSERVED VIOLATIONS None. OBSERVED VIOLATIONS None. Page 1 of 4 NORTH CARnLINAD_E Q�� o.n.mm.m m c.w.mmen.i a.i� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 1. The facility is secured by a locked gate, fencing, forested land, and natural terrain when not open for operation. 2. The correct signage is at the entrance to the facility, listing the facility name, permit number, and emergency contact information as well as materials accepted at the facility. 3. The facility accepts waste Monday through Friday 0800 through 1630. 4. The permit, operations plan, waste screening logs, tire disposal records, metal recyclable records, and cover logs were readily available and reviewed during this inspection. 5. Edge of waste (EOW) markers were visible from one to the next. 7. The entire closed MSWLF has been mown since the last inspection. The woody vegetation previously identified within the EOW had been removed. Mr. Frazier stated at the facility would continue to remove the woody vegetation outside of the EOW, near the toe of the slope. Continue to mow and maintain the slopes to allow for proper inspection. 8. No areas of standing water were observed on the closed MSWLF. 9. No new areas of ATV tracks were observed up the side slopes of 640 1 -MSWLF- 1983. Numerous No Trespassing signs have been posted in areas utilized for unauthorized access. 6401-CDLF-1999 10. The entire inactive portion of the CDLF has been mown since the last inspection. Previously identified woody vegetation has been removed. Continue to mow and maintain the slopes to allow for proper inspection. 11. No areas of standing water were observed on the inactive portion of the CDLF. 6403-CDLF-2000 12. Vegetation has been established over the active portion of the CDLF. Mr. Frazier stated that erosion rills are repaired as needed. Continue to monitor and repair the side slopes as needed. 13. No unacceptable wastes were observed within the waste stream. 14. The working face was small and compact. The facility is still utilizing an outside contractor to haul cover soil to the working face. Mr. Frazier stated that the cover logs are maintained by the operator who pushes the cover soil over the waste. Continue to ensure that the working face is covered at a minimum of once per week. 15. No overgrown vegetation was observed along the slopes of the sediment basin. Excess sediment was observed within the sediment basin. The fabric baffles had also deteriorated. Mr. Frazier stated that he was aware that the sediment basin was in need of cleaning and repair. Continue to monitor the sediment basin for cleaning and repair as needed. 16. The metal recycle stockpile was small and of manageable size during the inspection. Mr. Frazier stated that the metal recyclables are being picked up more frequently so that the stockpile is manageable. Continue to manage the metal recyclables in accordance with the operations plan.
