PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 11 ADDITIONAL COMMENTS 1. David Powell met with Moore County staff to conduct a comprehensive inspection. Roads were of all-weather construction and the site was fenced and gated. Edge of Waste (EOW) markers were in place. The site was well mowed. Good job. Current operations are in Cell 6. A water truck is available for dusty days. A convenience site for the public is right inside of gate to right of Scalehouse. Household trash and electronics are accepted. Electronics are removed Southern Environmental. Entrance to landfill with Scalehouse and signage. Fence and gate. At the time of this inspection, the CDLF working face appeared to be smaller than the maximum size and well managed. Three roll offs were nearby for unapproved waste, now being stationed beyond EOW. No unapproved waste was visible during inspection and waste was being compacted and covered. Erosion rills have been addressed since the last inspection as well. Windblown was being picked up during inspection and was not an issue. Good job. Waste is being put to the very EOW, be sure waste and cover are inside the EOW. Some larger wood waste was being separated to go to T and P for mulching/composting. Concrete is also being sorted off to the side but inside EOW for separating clean concrete. Waste must be covered at least weekly, and so, the concrete and stumps that are going into CDLF working face should also be covered and properly disposed to meet that rule. Any clean concrete kept for recycling needs to be taken to a storage area other than inside the CDLF disposal limits. However, discussions onsite were that the county wanted to evaluate recycling clean concrete and have it crushed for road building etc. The idea also consisted of storing, staging and crushing the concrete between the access roadway, between the CDLF and the Closed MSW, and the Closed MSW EOW on the NW corner. Currently the EOW is marked in this area, but upgraded markers have not all been installed yet. Based on what’s visible onsite at the edge of the Closed MSW, and if the EOW markers are accurate, there is a considerable amount of space in this area, that may be suitable for the concrete staging. Mr. Powell suggested confirming the EOW, consulting the counties engineering firm and Section permitting John Nguyen, (919) 707 – 8183 or john.nguyen@deq.nc.gov, to be sure of any issues with this plan as well as if there need to be any type of permit amendment or plan submitted to DEQ. A map and documentation confirming EOW and an updated facility operation plan would need to be submitted. This plan would save space in CDLF and give a resource for the county to have nearby anytime they need crushed concrete. The operation would need to meet § 130A-309.05 as well. Side slopes around the CDLF looked good, properly sloped, mowed and previously eroded and possible seep areas fixed. Good job. North side slope and seep repair area. Records reviewed consisted of the following: waste screening Scalehouse docs, two random monthly volume analyses sent after inspection via email, operations plan and permits, stormwater documents, previous inspections, maps, weekly staff logs, cover logs, facility annual reports, vendor lists for waste removal and haulers, scrap tire certifications, and the last few sampling reports/documents for GW and Methane. Jaclynne Drummond indicated she was receiving the required information regarding GW and Methane sampling from Moore County. Cover logs track the type of cover, date and time. Good job. Manager of Landfill Operations: Brandon Brown expires 2/18/2027. Certified Landfill Operations Specialists: Charlie Marks expires June 22, 2027; Chris Patterson expires August 24, 2026; Harry Hoyt expires March 9, 2027; Jimmy Brown expires March 9, 2027; Johnathan Ferguson expires November 12, 2025. 6. Some wells were visited around the facilities as well. Wells consisted of GP-20, MW9, MW11SR, 3576, and MW14. Locks and identification tags were in place and the structure looked well maintained. All had locks and identification plates. S and ME does sampling and has been communicating with Section Hydro. Good job. Scrap metal and white goods (WGs) waste area are still being staged outdoors in the same area. A rock pad was previously created for scrap metal. Glass is also near this area under cover. White goods (WG) are kept upright and were recently removed. Metal Recycling Services Inc. removes scrap metal, WGs and removes gas from them. It was recommended that a concrete pad be constructed, or the site graded properly, and the waste be sorted and kept orderly, separating by items ready for Freon to be removed and the items that already had the Freon removed. Glass is removed by Strategic Materials. Pratt recycling takes carboard, cans and plastic. Glass to left and scrap metal on right.. White goods are behind scrap metal. 8. Tires are accepted into multiple trailers and sent to Central Carolina Holdings LLC. Yellow copy of scrap tire forms is kept at the main county office, but other documents are kept at Scalehouse at the landfill. Two trailers were onsite during inspection. Scrap tire trailers.
