PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 9 ADDITIONAL COMMENTS: 1. David Powell met with Moore County staff to conduct a comprehensive inspection. The site was clean, orderly and had proper signage. Roads were of all-weather construction and the site was fenced and gated. The site also has a convenience site in conjunction with HHW. The convenience site is open 6 days a week and the HHW is open one day a week. HHW accepts oil/latex paints, florescent tube, mercury light bulbs, aerosols, solid/liquid pesticides. Convenience site accepts household MSW waste, electronics, glass, scrap metal and waste cooking oil. HHW has a covered shed with fence, gaylord boxes lined with bags and palletized, as well as metal waste storage locker, for secondary containment with a fire suppression system, and a wooden storage building for additional gaylord boxes, bags, barrels and emergency cleanup supplies. Renewal application is currently submitted to Section permitting, continue with current approved permit and operations plan until new permit is approved. Currently, there are twelve trained staff with a certificate provided by Eco Flo. Training log in the records onsite. Records reviewed included: Certifications, permit, ops plan, previous inspections, FAR, vendor list, waste screening and acceptance log, contingency plan, HHW Profile manual, Health and Safety Plan, and a recent fire inspection by local Fire Dept. The site has a covered storage area and some self-contained storage lockers. Inside the storage units were containers for collecting and separating and some waste such as pesticides in the metal storage locker. The unit also stores spill kits, 55-gallon drums and Gaylord boxes/covers, full containers of waste stored and waiting for removal, packaging, cleaning materials, and spill absorber. All containers were closed and stored properly during inspection with dates and labels. Ecoflo comes about every 3 months, based on discussions with onsite staff. Ecoflo takes all waste except pesticides which are taken by NCDA. Gaylord secondary containment with bags, containing paint wastes. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 7 of 9 5. Inside the metal storage locker light bulbs and fluorescents are accepted and containerized. However, the floor is raised to provide secondary storage and containment below the floor for safety. There was broken glass, and white powder which is assumed to be spilled from broken light bulbs but is unknown, which need to be cleaned by qualified personnel. The design of the metal locker with secondary containment is to catch such mishaps and accidents but needs to be cleaned to remove all the waste, including the walking grate, to minimize any exposure to anyone. If waste is spilled, it should be cleaned up immediately. Please address this by qualified personnel immediately and refer to MSDS on cleanup for the waste inside on PPE, cleanup etc. Inside metal storage locker, with secondary containment and walking grate. Also visible is cleanup bags of ice melt and adsorbent for cleanup. 6. No fires or theft, issues in the past year. Fire suppression system has been inspected in 2024. Good job. Fire inspection 2024. Waste accepted is sofas beds, mattresses, scrap metal, grease, electronics recycling and glass. Convenience site. Electronics recycling.
