David Powell met with Moore County staff to conduct a comprehensive inspection. Facility roads were in good condition. The station is inside the county facility behind the gate and fence. A convivence site and scale house with signage at entrance and additional signage leading to Station. A new Convienece site has been constructed and will be opening 11/12/2024. This will allow for the Convienece site right beside the Scalehouse and just inside the gate to close, hopefully allowing for a safer entrance and more waste disposal room for Convienece site visitors at the new station. Entrance/Scalehouse and current Convienece site behind fence/gate. with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 11 Current Convienece site, just inside gate, Scalehouse on right out of view. Records have improved since the last inspection. However, washdown records and 8 hr. training on permits, ops plan etc. should be improved. Washdown records need to indicate the monthly and the biannual wash downs of the station. The rule required 8 hr. training should be indicated on the logs that are being kept. There were several different training courses logged but all should be in one place, with this additional 8 hr. training indicated. Records reviewed consisted of: Vendors contact lists, previous inspection reports, current permit/ops plan and maps, in-house training records for safety, Emergency Action Plan, Safety and PPE logs, OSHA Written Program, tipping floor waste screening reports, FAR, wash down records, two random monthly volume analysis, weekly facility reports (in house) waste and recycling records tracking costs and tonnages, older operations plan and permits. Waste screening meeting rule requirements based on weekly average tonnage/volume. Washing down most stations is done monthly, but the biannual includes entire station. Fire inspection tags were also viewed, in which there is a monthly inspection for extinguishers. The tipping floor of the station, which was replaced not too long ago, is now severely cracked with some chunks actually loose. Consult the counties engineering firm and Section permitting John Nguyen, (919) 707 – 8183 or john.nguyen@deq.nc.gov, on proper corrective actions and mitigation for tipping floor repairs. The side walls and inside structure seemed to be in good shape. Tipping floor. The Leachate collection grate at front of the transfer station was somewhat clean. Be sure and clean and maintain collection grate regularly. Leachate drain. 5. The recyclable storage area was full. Windblown was not an issue during inspection, however, windblown waste was just done being picked up. Windblown should be picked up daily. Woven plastic mesh is still being used on the south side/ station open end for managing windblown. The surrounding grounds of the station looked good and well managed. The loading bay tin siding was damaged. Please address, and loading bay needs to be cleaned more regularly. NW side of station. On the East side of the station. Trailer storage is along the entrance road and the area was clean. Sloping of the road gives an advantage to trailers leaving with a down slope as you leave the station. Leachate collection and containment. Trailer staging and storing area along entrance road, no leaks or windblown. 8. Firefighting equipment was present and had been inspected recently this past year. Extinguishers were in loaders and in the office beside tipping floor. A water hose is also available beside tipping floor. Fire Extinguisher in office.
