Dear Ms. Drummond:
Bunnell-Lammons Engineering, Inc. (BLE) is submitting letter to document the status of the second
semi-annual water quality monitoring event of 2024 (Fall 2024) to the North Carolina Division of
Waste Management (NCDWM) Solid Waste Section (SWS) for the subject site.
Groundwater and surface water monitoring is performed semi-annually at the site in general accordance
with the following documents:
• Corrective Action Plan (CAP) dated September 3, 2014 [FID 102260 (SCS Engineers File No
09204072.06)] prepared by SCS Engineers.
• Request for Reduction of MNA Parameters dated November 30, 2016 [FID 583167 (SCS
Engineers File No 09204072.14)] prepared by SCS Engineers.
• Report of 1,4-Dioxane Sampling and Analysis November 2018 to April 2020 dated
September 1, 2020 [FID 145059 (BLE Project No. J20-14175-04)] prepared by BLE.
• Corrective Action Evaluation Report, Water Quality Data Through October 2021 dated
March 30, 2022 [FID 1661864 (BLE Project No. J20-14175-03)] prepared by BLE.
• Report of Limited Assessment of the MW-7 Area dated October 28, 2022 [FID 1740675 (BLE
Project No. J22-14175-08)] prepared by BLE.
Semi-annual water quality monitoring is typically conducted each April and October and those events
are designated "Spring" and "Fall," respectively.

On September 27, 2024 Hurricane Helene impacted many areas of Western North Carolina resulting
in severe flooding and related infrastructure damage. Many parts of the subject facility are either
inaccessible and/or unsafe following the hurricane. Additionally, the facility is currently operating as
a storm debris management site.
Field sampling crews are unable to access the facility to conduct water quality monitoring for the Fall
2024 event as the result of various on -going disaster relief efforts and the unsafe conditions. Therefore,
water quality monitoring will not be performed for the second semi-annual water quality monitoring
event of 2024 (Fall 2024).
Buncombe County intends to resume water quality monitoring as scheduled for the first semi-annual
water quality monitoring event of 2025 (Spring 2025).
The facility intends to continue to perform disaster relief efforts which may result in increased site
accessibility. If conditions improve substantially prior to the Spring 2025 event, the facility will contact
the SWS and may perform monitoring in a reduced subset of monitoring points if they become
accessible prior to the Spring 2025 event.
