GRI Project No. 3398 ii EXECUTIVE SUMMARY Rich Square Tire Center is located at 413 East Jackson Street in Rich Square, Northampton County, North Carolina. The site is a former petroleum retail facility currently owned by John Thomas Boone and operates as a service station. The adjoining properties are a mixture of commercial and residential properties. According to the information determined during receptor survey activities, the municipal water supply well for the Town of Rich Square was identified within 1,000 feet of the site. Public water is available to the site and surrounding properties within a 1,500-foot radius of the site. A CAP was submitted in April 1995 for the site. The CAP proposed a pump and treat system consisting of an oil water separator with granular activated carbon filtration. The CAP has not been fully implemented. On September 13, 2022, six monitoring wells were gauged, purged and/or sampled. Free product was observed in MW-12R and MW-13, therefore, MW-12R and MW-13 were not sampled during the September gauging event. Concentrations of individual BTEX constituents, naphthalene, n- propylbenzene, methyl chloride, and 1,2,4-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-3 and MW-7. No reported concentrations exceeded the GCLs. During the September 2022 sampling event, approximately 1.00 gallons of product/water mix were removed from MW-12R by hand bailing. Of the 1.00 gallons of liquids removed, approximately 0.25 gallons were free product. Based on this information, the risk classification for the site should remain intermediate risk. Free product recovery should continue at the site in addition to semi-annual sampling. GRI Project No. 3398 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the September 2022 ground water sampling event at the Rich Square Tire Center site; located at 413 East Jackson Street in Rich Square, Northampton County, North Carolina (Figure 1). These activities were conducted in accordance with GRI Proposal No. 22-064, which was submitted to NCDEQ on January 21, 2022, and was approved as Task Authorization No. 8975-17 on January 26, 2022. State correspondence has been included as Appendix A. The site is currently owned by James Boone and operates as a service station. The site was formerly operated by North East Oil Company, Inc. as a petroleum retail facility. According to the available information, a petroleum release occurred from a UST system consisting of two 1,000-gallon and one 550- gallon gasoline USTs that were removed from the site on March 24, 1992. UST owner/operator information and UST system information are included as Tables 1 and 2, respectively. The Registered Tank Report is shown below: Previous assessment and/or remediation activities began at the site in 1992 and were completed by Coastal Environmental Services, Inc. (CES). Past assessment activities included the installation and sampling of fifteen Type II monitoring wells (MW-1 through MW-6 and MW-8 through MW-16) and one Type III monitoring well (MW-7). Please note, MW-2, MW-6, MW-9, MW-10 and MW-14 have not been located and are assumed to have been destroyed. The adjoining properties are a mixture of commercial and residential use properties. Municipal water is available to the site and all properties in the surrounding area. The site risk classification is currently ranked as intermediate risk; however, one potable municipal water supply well is located within a 1,000-foot radius of the site. Water supply well information is presented in Table 3. Adjacent property owner information is presented in Table 4. A Site Vicinity Map showing the locations of the water supply well and property boundaries is included as Figure 2. A CAP was submitted in April 1995 for the site. GRI Project No. 3398 2 Previous free product removal activities included hand bailing, the use of absorbent socks and three AFVR events. Past assessment activities were conducted by CES. GRI cannot verify the accuracy of past reports, but for the purpose of this report, they are assumed to be correct. Please refer to past submittals for further historical information regarding the incident. On March 6 and 7, 2019, GRI supervised the excavation of contaminated soil from an area on site surrounding MW-12. A total of 129.36 tons of contaminated soil was removed from the site during this excavation. A Site Map showing the locations of the monitoring wells and the structures on-site has been included as Figure 3. 2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL ASSESSMENT INFORMATION On September 13, 2022, five Type II monitoring wells (MW-1, MW-3, MW-11, MW-12R and MW-13) and one Type III monitoring well (MW-7) were gauged, purged and/or sampled. Free product thicknesses of 0.22 and 0.03 feet, respectively, were observed in MW-12R and MW-13, therefore, MW-12R and MW-13 were not sampled during the September gauging event. Depths to ground water in the Type II monitoring wells ranged from 11.79 feet to 14.00 feet below the tops of well casings. Ground water elevations in the Type II monitoring wells ranged from 85.95 feet to 98.04 feet. Ground water flow was generally to the northwest with a horizontal gradient of approximately 0.09 feet per foot. The vertical gradient between paired wells MW-3 and MW-7 was approximately 0.52 feet per foot in the upward direction. Well construction and gauging information is presented in Table 5. Concentrations of individual BTEX constituents, naphthalene isopropylbenzene, n- propylbenzene, methyl chloride, and 1,2,4-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from MW-3 and MW-7. No concentrations exceeded the GCLs. Please note, free product was observed in MW-12R and MW-13. A summary of the analytical results for ground water samples collected on September 13, 2022, is presented in Table 6. A Ground Water Quality Map based on the September 2022 data is included as Figure 5. The contaminant plume was divided into two areas (Areas 1 and 2) based on the benzene concentrations during the February 2015 ground water sampling event. Please note, contaminant mass was not calculated during the September 2022 sampling event due to the presence of free product in MW-12R and MW-13. It is likely that past AFVR events have pulled contamination and free product into the March 2019 excavation basin. A map of the contaminant mass areas has been included as Figure 6. The site is located in the Coastal Plain Physiographic Province of North Carolina. The water table has a seasonal high depth to water of approximately 5 to 13 feet bgs. 3.0 FREE PRODUCT REMOVAL Free product has historically been present in MW-12R. Free product thicknesses of 0.22 and 0.03 feet, respectively, were observed in MW-12R and MW-13 during the September 2022 sampling event. Free product was hand bailed from MW-12R on September 13, 2022. A total of 1.00 gallons of free product and water was removed from MW-12 via hand bailing. Of the 1.00 gallons of free product and water mix, an estimated 0.25 gallons were free product. The recovered liquids were transferred to a 55-gallon drum that has been staged onsite. Free product recovery should continue at the site until free product is no longer present. Past free product recovery events conducted between March 2016 and September 2022 include two hand bailing events, five AFVR events and the deployment of absorbent booms. A total of 1,382.50 gallons of liquids have been recovered between March 2016 and September 2022. During the recovery events, a total of 2.32 gallons of liquid and vapor phase free product have been recovered. Free product recovery events are summarized in Tables 7, 8 and 9. Upon completion of the September 2022 sampling event, an absorbent sock was reinstalled in MW-12R. ___________________________________________________________________________________________ Prepared by: Geological Resources, Inc. GRI Project No. 3398 4 4.0 NATURAL ATTENUATION / NATURAL SOURCE ZONE DEPLETION STATUS Free product recovery events are being conducted at the site as the primary method of corrective action. No natural attenuation monitoring plan was established in the April 1995 CAP. 5.0 CONCLUSIONS  On September 13, 2022, five Type II and one Type III monitoring wells were gauged, purged and/or sampled. Free product was observed in MW-12R and MW-13, therefore, MW-12R and MW-13 were not sampled during the September gauging event. The next sampling event is tentatively scheduled for March 2023. 6.0 LIMITATIONS This report has been prepared for the exclusive use of North East Oil Company, Inc. for specific application to the referenced site in Northampton County, North Carolina. The assessment was conducted based on the scope of work and level of effort desired by NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that are presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report.
