STATUS OF PERMIT:
The Large Type 1 Permit was issued on November 11, 2018. The permit expired on November 6, 2023. Renewal
paperwork was submitted to Permitting on July 3, 2023.
The site previously operated as a yard waste notification (YWN-64-007) since 1999.
PURPOSE OF SITE VISIT:
Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS
None.
OBSERVED VIOLATIONS
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
1. This facility is a Large Type I Solid Waste Compost facility.
2. The facility is permitted to accept yard waste, vegetative material, and clean wood material for chipping and
composting.
3. Signage has been posted at the entrance to the facility listing the permit number, and emergency contact number
as well as materials accepted at the facility. The facility is not open to the public for disposal.
4. The facility is open to the public for compost give-away from 8:OOAM to 3:30PM every Friday and the first
Saturday each month, between April and October.
5. The facility is secured by a locking gate at the facility entrance and surrounded by perimeter berms.
6. The facility has a building at the entrance, which contains the login sheets for the incoming waste loads. T
7. Permit, operations plan, temperature logs were not reviewed during this inspection.
8. The facility access road is of all-weather construction and is well maintained at this time.
9. Access around the facility is stable, and no areas of erosion were noted during this compliance inspection.
10. Sections of painted fencing and construction and demolition waste was identified within a windrow near the
southeastern corner of the facility. Several pieces of unacceptable wastes, such as plastic bags and bottles, were
observed in composting piles. The unacceptable wastes must be removed from the waste stream and
properly disposed of.
11. No fugitive dust was observed during the facility compliance inspection.
12. An area of standing water was observed the western edge of the large, finished windrow along the eastern site
boundary. The area has been sloped to shed water through a vegetated swale to the sediment basin. No organic
leachate was observed within the sediment basins. Continue to monitor and grade the area as needed to shed
water away from the operating area.
13. No windblown debris was observed during this facility compliance inspection.
14. Photographs were taken during the inspection.
